Background On 31 December 2019, Who Was Informed Of Cases Of Pneumonia Of Unknown Cause Detected In Wuhan City, Hubei Province Of China. Since 2 January 2020, The Three Levels Of Who (country Offices, Regional Office For The Western Pacific, And Headquarters) Have Been Working Together To Respond To The Outbreak Of The Disease Now Known As Covid-19. On 30 January, Who Declared The Outbreak A Public Health Emergency Of International Concern (pheic). On 11 March, The Who Director General Characterized Covid-19 As A Pandemic. Engaging With Communities To Enable And Empower Individuals, Follow Public Health And Social Measures (phsms), And Leverage Existing Community Networks To Play A Role In The Response Is An Important Part Of The Current Covid-19 Strategy That Needs To Be Scaled Up Dramatically. In The Western Pacific Region (wpr), The Asia Pacific Strategy For Emerging Diseases And Public Health Emergencies (apsed Iii) Is A Common Strategic Framework Guiding The Joint Action Of Member States, Who, And Partners To Advance Implementation Of The International Health Regulations (2005). Through Strengthening The Core Capacities Required Under The Ihr (2005), Countries Can Save Lives And Protect Health During Outbreaks And Health Emergencies, Such As During The Current Pandemic. Community Engagement Is Listed As A Critical Component Under The Risk Communication Focus Area In Apsed Iii. In The Who Western Pacific Regional Action Plan For The Response To Large-scale Community Outbreaks Of Covid-19, Community Engagement Is One Of The Key Priority Areas Identified To Quickly And Effectively Mobilize And Empower Communities To Engage, Reverse, And Mitigate The Impact Of Covid-19 Through Improved Adherence To Phsms. Strengthened Community Engagement Also Allows The Health Sector More Time To Prepare For And Respond In Realistic, Relevant, And Appropriate Ways To The Needs And Challenges Of Every Population Group. Wpr Has Adopted A “whole Of Society” Approach To Improve Covid-19 Response In Member States With The Involvement Of Civil Society And Communities As Equal Partners. To Support This Effort, The Covid-19 Solidarity Response Fund Steering Committee Is Providing Resources To Strengthen Civil Society Engagement In Covid-19 Response At The National And Local Levels. This Initiative Has Three Components: (1) Provide Grants To Csos (particularly Smaller Ones) Actively Working On Covid-19 Response To Accelerate Their Work In Malaysia, The Philippines, And Papua New Guinea; (2) Undertake A Comprehensive Review Of The Impact Of Covid-19 Laws And Policies On Key Vulnerable Populations In Wpr; And (3) Map Out Csos And Other Community Partners In The Region Supporting Health Emergencies. This Consultancy Focuses On The Second Component In The Cso Initiative, And Will Identify Opportunities For Strategic And Strengthened Civil Society Engagement During Health Emergencies.   Purpose/specific Objective Of The Activity The Work Will Provide An Analysis Of The Impact Of Covid-19 Laws And Policies On Key Vulnerable Groups In The Western Pacific Region   Work To Be Performed Under The Guidance And Supervision Of The Wpro Imst Incident Manager And Supervision Of The Pillar Lead For Health Service Delivery, The Consultant Will Provide Technical And Operational Assistance To The Cso Initiative’s Effort To Evaluate The Impact Of Covid-19 Laws And Policies On Key Vulnerable Groups In Target Countries: Undertake An Analysis Of How Covid-19 Legal And Policy Frameworks Are Impacting Key Vulnerable Groups (e.g. Women, The Urban Poor, Migrants And Refugees Etc.) Develop Interview Guides With Country Offices And Regional Office And Conduct Interviews With Key Stakeholders To Assess The Current Legal And Policy Landscape Around Covid-19 And Vulnerable Populations Identify Policy And Legal Gaps And Barriers In Including Civil Society Organizations And Other Community Partners In Health Emergency Management And Governance Mechanisms At All Levels, Including National, Subnational, And Local Levels Identify Best Practices In Community Engagement And Civil Society Governance Mechanisms That Support Vulnerable Groups During Health Emergencies In The Region Evaluate The Impact Of Health Emergency Laws On Key Vulnerable Groups In The Country And Provide Recommendations On How To Develop More Equitable Laws And Policies During Health Emergencies: Address Specific Legal Barriers And Quality Differences In Accessing Healthcare That Key Vulnerable Groups In The Country May Experience At Local Levels. Provide Recommendations On How Stakeholders At Different Levels (national And Local Governments, Health Authorities, Community Organizations) Can Engage Community Members, Particularly Key Vulnerable Populations, In Understanding The Impact Of Laws On Their Vulnerability And Access To Care. Provide Recommendations On How To Develop More Equitable Health Emergency Laws And Policies For Key Vulnerable Groups In The Country, Taking Into Account Social, Political, And Cultural Considerations. Key Deliverable: Comprehensive Report Synthesizing Insights From Interviews And Analysis Of Impact Of Covid-19 Laws And Policies On Vulnerable Groups. Report Should Also Detail Relevance To Advancing Who And Wpro Priorities, Including Reaching The Unreached Report Should Include Wpro-specific Actionable Recommendations On Developing Equitable Health Emergency Laws And Policies For Vulnerable Groups Other Deliverables: Midterm Progress Report Technical And Financial Report At The End Of The Consultancy   Qualifications And Experience Education • University Degree In Law From An Accredited Institution • Postgraduate Qualification In Human Rights, Public Health, Or Public Policy Is An Advantage Experience • Minimum Of Five Years Of Relevant Experience In Health Law Or Policy Or Human Rights Law In The Western Pacific Region • It Is An Advantage If The Consultant Has Experience Working Within The Un System Or With Partner Organizations Or Agencies • Experience In Legal Reform And Working With Vulnerable Populations In The Region Is An Advantage Skills And Knowledge • Knowledge Of And Experience With Conducting Legal Research Is Desirable • Analytical Skills In Health And Human Rights Or Health Law • Experience Working In The Health Sector And/or Community Engagement Preferred • Ability To Work Independently And Deliver High Quality Work On Time • Computer Proficiency In Outlook, Ms Word, Excel, And Powerpoint • Skilled At Conducting Interviews With Different Types Of Stakeholders Language Fluency In Written And Spoken English Is Essential.
