Background The Four Major Noncommunicable Diseases (ncds) - Diabetes, Cardiovascular Diseases, Cancer, And Chronic Respiratory Diseases – Were Responsible For 10 Million Deaths In The Western Pacific In 2016. This Is Equivalent To 73% Of All Deaths In The Region. The Impact Is More Severe In Poorer Countries Where Deaths Rates And The Risk Of Premature Deaths Are Three Times Higher Compared To High Income Countries. Services For Ncds Should Be Embedded Within Strong Health Systems That Are Oriented Towards Delivering Coverage For All. Instead Of Following A Vertical Programme Approach That Tends To Create Fragmentation, Duplication And Inefficiencies In Service Delivery, There Is A Need To Assess Critical Health System Building Blocks Then Design Cross-cutting Health System Solutions That Improve Access To Essential Services And Across All Levels. Moreover, Health Systems Should Evolve From Addressing Mostly Acute Cases To Providing Chronic Care. The Need To Build Country Capacity To Deliver Essential Ncd Services Is Even More Urgent Now. The Combined Impact Of The Disruption Of Health Services During The Global Covid-19 Pandemic And The Vulnerability Of People Living With Ncds And Older Populations To Severe And Fatal Complications Of The Disease Has Raised Ncd Morbidity And Mortality Rates Further.   Purpose/specific Objective Of The Activity The Management Of Noncommunicable Diseases (mnd) Unit Of The World Health Organization Regional Office For The Western Pacific (who Wpro) Is Looking For An Institution To Develop A Profile Of The Impact Of The Covid-19 Pandemic On Ncd Management In The Western Pacific Region.   Description Of Activities To Be Carried Out Output 1: A Profile Of Ncd Services In The Western Pacific Region Deliverable 1.1: Individual Country Reports Describing How Services For Cardiovascular Diseases (cvd) And Diabetes Are Delivered, Accessed, Utilized And Paid For Across The Continuum Of Care In At Least 16 Countries (philippines, Malaysia, Brunei, Singapore, Mongolia, China, Lao Pdr, Cambodia, Viet Nam, Australia, New Zealand, South Korea, Japan, Palau, Papua New Guinea, And Samoa.) The Reports Should Include Descriptions On Access, Affordability And Adherence To Essential Cvd And Diabetes Medicines.   Deliverable 1.2: A Summary Report Presenting: Key Findings From The Country Reports; Similarities In Service Delivery Models Across Countries; The Impact Of Services On Health (disease Control, Mortality Rates, Disability) And Financial Outcomes; The Impact Of Covid On The Delivery Of Care; Good Or Best Practices; Specific Health System Components Or Cross-cutting Areas That Require Strengthening, And Recommendations On How To Address These.   Methods To Carry Out The Activity • Desk Review Of Published And Grey Literature (including Unpublished Technical Reports And Survey Finding Submitted To Who). • Focus Group Discussions And Key Informant Interviews.   Qualifications & Experience Experience Essential: Minimum Ten Years Of Combined National And International Experience Working In The Area Of Health Systems, Health Reforms, Service Delivery, Noncommunicable Diseases (ncd), And/or Primary Healthcare Strengthening. Desirable: Has Done Health Systems Work In Some Countries Within The Western Pacific Region, Particularly The 16 Countries Mentioned Above.   Technical Skills & Knowledge Excellent In Technical Report Writing And Data Analysis. Good Knowledge Of The Dynamics Of Global And National Public Health Work. Ability To Communicate Research Findings Through A Variety Of Media. Excellent Communication Skills (oral And Written).
