Evaluation Of Regional Action Agenda On Harnessing E-health For Improved Health Service Delivery In The Western Pacific & 1. Background In May 2018, The World Health Assembly Passed A Resolution “recognizing The Potential Of Digital Technologies To Advance The Sustainable Development Goals, And In Particular To Support Health Systems In All Countries In Health Promotion And Disease Prevention, By Improving The Accessibility, Quality And Affordability Of Health Services.” In The Same Year At The Sixty-ninth Session Of The Regional Committee, Resolution Wpr/rc69.r2 On Harnessing E-health For Improved Service Delivery Was Adopted And The Regional Action Agenda On Harnessing E-health For Improved Health Service Delivery In The Western Pacific Was Endorsed. The Purpose Of The Regional Action Agenda On Harnessing E-health For Improved Health Service Delivery In The Western Pacific Was To Guide Member States In Using E-health As A Key Enabler For Strengthening Health Systems. Specifically, The Action Agenda Sets Out How To Improve Service Delivery By Using E-health To Transform The Way Care Is Delivered And Pave The Way For Sustainable Health Services. Five Years Have Elapsed Since Then And The Health Landscape And Digital Health Technologies Have Changed Significantly. Digital Health Is Increasingly Playing A Pivotal Role In Transforming Health Care By Leveraging Technology To Increase Access To Care And Enhance People-centred Health Delivery. In Particular, The Covid-19 Pandemic Expedited Exponential Growth In Digital Health. While The Potential Of Harnessing Digital Health For Improved Service Delivery Is Enormous, It Also Brings About New Challenges And Requires Systematic Planning. Globally, The Seventy-first World Health Assembly Adopted Resolution Wha71.7 Requesting The Director-general To Develop A Global Strategy On Digital Health. The Seventy-third World Health Assembly In Decision Wha73(28) Endorsed The Global Strategy On Digital Health. It Is Therefore Being Proposed To Present A Renewed Regional Action Framework On Digital Health In The Western Pacific For The Consideration Of The Seventy-fifth Session Of The Regional Committee In 2024. Expert Consultation On This Was Organized In August 2023 And A Member States Consultation On The Drafted New Regional Action Framework On Digital Health Is Planned To Take Place In March 2024. 2. Purpose/specific Objective Of The Activity To Contribute To Informing The Above-mentioned Member States Consultation And To The Finalizing Process Of The Draft New Regional Action Framework On Digital Health In The Western Pacific, Who Regional Office Of Western Pacific Developed An Idea Of Partnering With And Commissioning An External Consulting Firm Or Academic Research Team To Carry Out An Independent Formative Evaluation Of The Current Regional Action Agenda. The Evaluation Aims At Generating Recommendations For The Way Forward Of The Draft New Regional Action Framework, To Fulfil Its Mandate To Continue Advancing Digital Health Agenda At Country Level. 3. Description Of Activities To Be Carried Out Who Requires The Successful Bidder, The Contractor, To Carry Out An Independent Evaluation Of The Regional Action Agenda On Harnessing E-health For Improved Health Service Delivery In The Western Pacific Which Will Document Successes, Challenges And Gaps And Will Provide Lessons Learned And Recommendations, And Will Contribute To That The Draft New Regional Action Framework On Digital Health To Be Submitted To The Seventy-fifth Regional Committee For The Western Pacific Will Draw On This Evaluation. 4. Methods To Carry Out The Activity The Work Will Be Conducted Under The Guidance By The Who Regional Office For The Western Pacific. The Evaluation Will Use Mixed Methods, Including The Following Activities, In Collaboration With The Team At Wpro Dpmo And Dsi: Desk Review Stakeholder Consultations: Key Informant Interviews (face-to-face/online) With Relevant Regional And Country Office Staff, Member States, And Other Key Stakeholders (including With Relevant Wpro And Wpro Country Office Staff, Any Relevant Bilateral Partners.        3. Online Survey With Key Stakeholders Within And Externally To Who        4. Recommendations For The Draft New Regional Action Agenda On Digital Health: Present Findings And Recommendations, And Action Plan To The Who Regional Office And Country Offices, Relevant Authorities, And Stakeholders In A Comprehensive Report To Be Considered To Be Reflected In The Draft New Regional Action Agenda On Digital Health. 5. Qualifications & Experience Education Essential:   The Contractor Shall Be A For Profit Or Not For Profit Institution Operating In The Field Of Monitoring And Evaluation, Public Health Policy Analysis, Consultancy, Research Studies.        desirable: An Accreditation Or An On-going Accreditation Process By A Certified Accreditation Body Would Be An Asset.        experience        essential: 1. Proven Experience In The Field Of Evaluation And Organizational Learning, Public Health Policy Analysis, Knowledge, And Experience Of Similar Work In The Western Pacific Region, Especially At Regional And Country Level. 2. Previous Work With Who, Other International Organizations And/or Major Institutions In The Field Of Public Health Desirable: Experience In Evaluation Of Digital Health Programme.
