Description
Background: To Provide Skilled, Efficient And Competent Pest Control And Abatement Service To Western Pacific Regional Office, World Health Organization (wpro), Located At United Nations Avenue, Manila, Philippines. Purpose/specific Objective Of The Activity: The Service Provider Will Provide All Necessary Equipment, Chemicals And Supplies To Provide All Required Services. The Services Provided Include But Are Not Limited To: Rodent Control, Crawling Insects, Flying Insects’ Control, Migratory Pest Control, Bird Control And Mite Control. Specialized Pest Management Applications For Standard Insecticides, Rodenticides, Termiticides, Thermal Foggings, Cold Foggings, Avicides, Herbicides And Fumigants. Services: Pest Control And Abate Services Shall Be Designed Towards The Control And Prevention Of The Infestation Into And Within The Premises Concerned Of Common Household Pests And Shall Consist Of Service Programs As Follows: Cockroach And Other Crawling Insects Control A) Inspection Conduct Inspection On Areas Within The Scope Of Work Or Areas That Are Prone To Cockroach Infestation And Harborages Such As Cupboards, Floor Drains, Cracks Crevices, Storage Rooms, Ceilings And Drainage System To Check For Any Signs Of Infestation. Deal With Possibility Of Re-infestation From Adjacent Premises, Especially By Ant Infestation; Monitor Cockroach Infestation By Gathering All Reported Sightings Or Complaints From Every Unit Or Common Area In Addition To Technician Observation; B) residual Insecticide Spraying Intensifying Residual Spraying In Places And Areas Where Insects Congregate, Crawl And Hide, Including Cracks And Crevices, Which They May Enter; Use Pyrethroid Chemical To Flush Out Cockroaches And Determine Their Exact Locations Or Harborages. C) insecticidal Bait Application Apply Cockroach Bait Near Harborages And Aggregation Areas, Such As Corners And Movement, Electrical Wiring, Telephone Apparatus, And Other Similar Areas Using An Adequate System Of Instruments. 2. rodent Control A) Inspection Conduct Regular Inspection Of All Potential Harborages And The Food Sources Of Rodents Such As Pipe Chase, Behind Appliances, Storage Rooms And Point Of Entries, As Well As Regular Inspection Of All Bait Traps And Bait Stations; Regularly Check The Outside Perimeter Of The Building For Possible Rat Harborages Such As Sewage Drains, Storage Rooms, Ceilings, Kitchen Area Construction Materials And Other Potential Harborages. To Check For Signs Of Infestation, Including Droppings, Damages, Urine, Runs, Footprints, Smears And Nests. B) Baiting Install Bait Stations In Hidden Places And At Strategic Locations Where Rodents Usually Search For Food, Roam Around And Congregate; Set Up Pipe Bait Station Along The Outside Perimeter Of The Building To Anticipate Rodent Problems; C) Trapping Install Cage Traps, Glue Board, Snap And Other Mechanical Devices To Augment The Baiting Technique. All Devices Will Be Boldly Numbered, And Their Placement Depicted On A Map Of The Facility. This Map Will Be Part Of The Monthly Inspection/accomplishment Report And Will Be Updated If There Are Any Changes Made On The Map. 3) flying Insect Control A) Inspection Thoroughly Inspect The Entire Wpro Premises To Determine The Degree Of Infestation, Entry Points And Unforeseen Breeding Sites Of Mosquitoes And Other Flying Insects; B) Misting Use Misting Machines Inside The Wpro Premises To Disperse Minute Droplets Of Insecticide Solution In An Aerosol Range To Attain Penetration Of Hard-to-reach Or Inaccessible Area To Control Mosquitoes And Other Flying Insects; C) Larviciding Apply Larvicide Upon Stagnant Water E.g. Rain Drains And Other Possible Water Reservoir, Which Pose As A Breeding Source Of Mosquitoes. 4. termites Control Treatment Thorough Inspection Of The Area To Pinpoint Termite Colonies, If Any. Treatment Of The Infestation Inside The Building By Injecting Termiticide Solution Or Baiting System In The Affected Areas. Treatment Of All Wooden Cabinetry Materials, Doors, Door Jambs, Electrical Outlets, Panel Boards, Double Walling And Windows. Treatment Of Other Materials Within The Buildings As May Be Necessary Conduct Monthly Inspection/ Maintenance Services, Including Immediate Re-application Of Termiticide Solution Or Baiting System, Whenever Necessary Around The Who Grounds. Provide An Optional Offer For A One-time Extensive Termiticide Treatment On The Whole Perimeter Area Of Who Grounds.offer Should Also Include Treatment Of The Whole Perimeter Wall Of The Conference Hall And Cafeteria Wooden Frames And Panels.caution Should Be Taken In The Use Of Chemicals That Will Not Harm The Flora And Aquatic Life Surrounding The Area. Description Of Activities To Be Carried Out: The Service Provider shall Furnish All Supervision, Labour, Materials And Equipment Necessary To Accomplish The Surveillance, Trapping, And Pesticide Application Components. The Contractor Shall Also Provide Detailed, Site-specific Recommendations For Procedural Modifications That May Be Necessary To Achieve Pest Prevention. Methods To Carry Out The Activity: The Service Provider Shall Be Responsible For Maintaining A Pest Control Logbook Or File For Each Site Specified In This Contract. These Records Shall Be Kept On The Property Of The Contractee And Maintained On Each Visit By The Contractor. Each Logbook Or File Shall Contain At Least The Following Items: A Copy Of The Pest Control Plan For The Site, Including Labels And Msds Sheets Of All Pesticides Which May Be Used, And The Contractor’s Service Schedule For The Facility; The Pesticide Application Record Will Be Supplied By The Contractor; And Will Be Used To Document The Performance Of All The Work, Including Emergency Work. Upon Completion Of Each Service Visit To The Site, The Contractor’s Representative Performing The Service Shall Complete, Sign And Date The Form, And Return It T The Logbook Or File On The Same Or Succeeding Day Of The Services Rendered. The Contractor’s Representative Shall Provide Recommendations In Writing Whenever Appropriate As To What Steps The Facility Must Take To Reduce Or Eliminate Conditions As To What Steps The Facility Must Take To Reduce Or Eliminate Conditions That Are Favourable For Pest Covered By The Terms Of The Contract. Maps Or Graphs Indicating The Placement Of Insect Monitoring Devices And/or Rodent Bait Boxes. The Contractor Shall Perform Routine Services That Do Not Adversely Affect Occupant Health Or Productivity During The Regular Hours Of Operation In The Buildings. No Pesticides May Be Applied When The Immediate Area To Be Treated Is Occupied. When It Is Necessary To Perform Work Outside Of The Regularly Scheduled Hours Set Forth In The Pest Control Plan, The Contractor Shall Notify The Owner At Least One (1) Day In Advance. The Contractor Shall Observe All Safety Precautions Throughout The Performance Of This Contract. All Contractor Personnel Working In Or Around Buildings Designated Under This Contract Shall Wear Distinctive Uniform Clothing. The Contractor Shall Determine And Provide Additional Personal Protection Equipment Required For The Safe Performance Of Work. Protective Clothing, Equipment, And Devices Shall, As A Minimum Conform To Occupational Safety And Health Administration (osha) Standards For The Products Being Used. Qualifications & Experience: Duly Licensed Corporation Organized/registered Under The Laws Of The Philippines Must Be An Iso-certified Or Relevant Quality Standards Certifying Bodies To Be Able To Meet International Quality Standards Of The Organization. Contractors Must Provide Pertinent Supporting Documents Regarding Iso Certification Or Relevant Quality Standards Certifying Bodies Which Should Indicate The Date Of Effectivity. Possess Necessary Permits And Registration Certificates To Render Services Such As Business Permits, Bureau Of Internal Revenue (bir) Registration Certificates, Securities And Exchange Commission Registration Certificates. Etc. Can Immediately Mobilise And Execute The Project To The Agreed Start Date. must Have A Team Of Professionals Assigned On The Project For A Day To Day Coordination With Who In-house Administration Team Consist Of Licensed Workers And Highly Trained In Performing The Tasks. Experience Essential: The Contractor Must Submit The List Of Personnel To Be Assigned To The Contract, Including List Of Reliever Personnel, With Their Complete Qualification And Experience Data. Replacement Of Personnel During The Contract Duration Is Strictly Prohibited, Unless With Strong Justifications And Approved By Who. The Contractor Shall Assign Qualified Personnel, Acceptable To Who, Who Shall Work Fully Per The Committed Schedule And Arrangement. The Contractor Shall See To It That The Assigned Personnel Is With Appropriate Training And Skill, Good Moral Character, Without Any Derogatory Record Having Been Thoroughly Screened Prior To Employment And Who Can Present Among Others, Favourable Physical And Psychological Medical Clearance Certificates, Nbi And Police Clearances To who. Contractual Personnel Should Have The Ability To: Read, Write, Speak & Understand The English Language; Have The Necessary Public Relations Skills To Deal With Staff In A Courteous And Business-like Manner; Understand Written And Oral Rules And Regulations And Apply Them In A Tactful And Non-confrontational Manner; Maintain Poise And Self-control Under Stress The Contractor Shall Also Assign A Highly Qualified Field Inspector To Ensure Over-all Satisfactory Performance Of The Service. The Field Inspector Shall Also Exhibit And Perform The Following: Shall Establish A Routine For Communications with The Organization Thru Email To Provide A Prompt And Timely Response To Any Concerns Or Problems That May Arise. Time And Frequency Of Direct Meetings May Vary As Determined By The Organization. The Field Inspector Shall Review And Report To The Organization The Overall Performance Of Personnel Every 30th Of The Month, Receive Special Instructions Regarding The Pest Control Services Or Discuss Other Pertinent Items Regarding The Contract And Contractor's Performance. The Contractor Shall Always Make Available The Approved Relievers And/or Replacement Service Personnel To Ensure Continuous And Uninterrupted Provision Of Service To Who. Shall Exercise Sole Control And Supervision Over The Performance Of Work Of The Personnel. Shall At All Times, Be Directly Responsible And Principally Liable For The Enforcement Of, And Compliance With All The Existing Labor Laws, Rules And Regulations, And Hereby Absolutely Hold And Keep The Client Absolved/free And Harmless Of Any And All Claims Of Its Employees Rendering Services At/assigned To The Facility Or In Connection With The Operation Of The Facility, For Damages, Liabilities Arising From Non-compliance Of Applicable Laws And Regulations, Breech Of Contractual Relations Between The Contractor And Such Persons, Employees And Staff. Desirable: Previous Work With Who Or Other International Organizations And/or Major Institutions In The Field. Languages Must Be Proficient In English Competencies Must Be Able To Accurately Offer Services And Products Which Provide A Satisfactory Solution. Must Be Able To Provide Brochure Or Catalogues And Technical Presentation Of The Product Offered. Must Be Able To Submit Their Company Profile Including The Following: 3.1 years Of Service 3.2 List Of Clients And Completed 3.3 company capacity 3.4 Business Permits, Bureau Of Internal Revenue (bir) Registration Certificates, Securities And Exchange Commission Registration Certificates.
