Background On 31st December 2019, A Cluster Of Pneumonia Of Unknown Etiology Was Reported In Wuhan City, Hubei Province Of China. On 9 January, The Cause Of This Viral Pneumonia Was Initially Identified As A New Type Of Coronavirus, Which Is Different From Any Other Human Coronaviruses Discovered So Far. Since The 31st Of December 2019, Covid-19 Has Now Spread To Over 85 Countries, With Over 96,000 Cases And 3,200 Deaths. On The 30th Of January Covid-19 Was A Declared A Pheic And On The 28th February, Who Updated Its Global Risk Assessment To Very High Globally. For Lao Pdr, There Have Been 25 Cases As Of 16 November And The Government Is Working Very Hard To Prevent Its Spread In The Country Whilst Also Preparing For Community Transmission As Is Now Being Seen In Many Countries. Ministry Of Health Of Lao Pdr, Has Requested Who Country Office To Provide Continuous Support For Multisource Surveillance To Guide Decision Making And Field Epidemiology Training Programme . There Is A Need To Ensure That Different Surveillance Systems Are Being Monitored, Collated And Assessed To Understand The Transmission Status Of The Country And Guide The Country In Making Decisions To Optimize An Efficient Response To Covid-19 In Lao Pdr.   Description Of Activities To Be Carried Out Under The Supervision Of The Whe Team Leader And The Management Of The Who Representative, And In Collaboration With Colleagues In The Western Pacific Regional Office, Particularly The Communications Manager In The Office Of The Regional Director For The Western Pacific (wpr/rdo) And The Risk Communication Lead In The Health Emergencies Programme (cpi/whe), The Consultant Will Be Responsible For Delivering The Following: Output 1: Oversee Who Lao Pdr’s Strategic And Risk Communications In Relation To The Covid-19 • Deliverable 1.1: Work With Local Colleagues To Adapt Risk Communication Messages And Materials Received From Regional And Hq-based Colleagues To Fit The Local Context, Including Working With Technical Colleagues To Respond To Rumours And Misinformation • Deliverable 1.2: Using Research Findings From The Kap Survey To Strengthen Risk Communication Messages • Deliverable 1.3: Prepare Talking Points, Q&as And Human Interest Stories, Including Content For Regional Office To Highlight Who’s Work In Country • Deliverable 1.4: Engage With National Media Through Regular Press Briefing And Conferences Organised By The Ministry Of Health • Deliverable 1.5: Support Implementation Of Donor Visibility Plan Like The Eu Plan, And Donor Reporting When Needed • Deliverable 1.6: Coordinate With The Ministry Of Health And Key Partner Organizations To Share Intel And Update On Communication Activities On Covid-19 Output 2: Support Ministry Of Health To Prepare Appropriate Vaccine Communications Strategy Ahead Of Covid-19 Vaccine Introduction • Deliverable 2.1 – Support Ministry Of Health In The Implementation Of The National Deployment And Vaccination Plan For Covid-19 Vaccines Communication Strategy, Ensuring That Materials And Messages Appropriately Address: (1) Misinformation Related To Vaccine Supply And Availability, (2) Covid-19 Vaccine Efficacy And Safety, (3) Selection Of Target Populations And Rationale, (4) Factors Contributing To The Acceptance And Uptake Of The Covid-19 Vaccines • Deliverable 2.2 – Ensure Information, Education And Communication Materials Are Prepared To Support Risk Communication And Community Engagement Before Vaccine Rollout • Deliverable 2.3 – Work With Technical Unit To Address Adverse Events Following Immunization (aefi) Messages, If Needed • Deliverable 2.4 – Lead Who Country Office In The Development Of Media Features On The Work Of Who In The Establishment Of A Covid-19 Vaccination Program In Lao Pdr   Methods To Carry Out The Activity • Oversee Who Lao Pdr’s Strategic And Risk Communications In Relation To The Covid-19. • Support Ministry Of Health To Prepare Appropriate Vaccine Communications Strategy Ahead Of Covid-19 Vaccine Introduction.   Qualifications & Experience Education Advanced University Degree In Communications, Journalism, Public Relations, Public Health, Political Science, International Relations Or A Related Field.   Experience Minimum Of Seven Years Of Experience In Strategic Communications Including Experience Of Outbreak Or Emergency Communications. The Consultant Should Have Experience Of Working Within The Un System Or With Un Partners. Direct Experience With Who Is Preferred.   Technical Skills & Knowledge Knowledge And Skills In Risk Communication.   Languages Written And Spoken Fluency In English Is Essential.
