Background Member States Face Numerous Complex Ethical Issues Relating To Health, Including In Clinical Care, Research Involving Human Participants, And The Formulation And Implementation Of Public Health Policy. Health Ethics Promotes The Consideration Of Values In The Prioritization And Justification Of Actions By Health Professionals, Researchers And Policy-makers That May Affect The Health And Well-being Of Patients, Families And Communities. Necs, Comprised Of Experts And Stakeholders, Exist In Several Countries In The Region And Are Designed Ensure Robust Assessment Of Issues And Offer Ethical Solutions And Policy Recommendations. With Competing Interests Under Limited Resources, A Health Ethics Framework Provides A Guidance For Systematic Analysis And Resolution Of Conflicts Through The Evidence-based Application Of Ethical Principles, Such As Respect For Personal Autonomy, Beneficence, Justice, Fairness, Utility And Solidarity. Health Ethics Is Integral To The Sustainable Development Goals (sdgs), Whereby Countries Commit To Realizing A Holistic Vision For Economic, Environmental, Political And Social Development Through 17 Interlinked And Indivisible Goals. As Such, Achieving Health In The Sdgs Through Universal Health Coverage Is Reinforced By Health Ethics, Both In Principle And In Practice. With The Support Of Unesco And Who Regional Office For South-east Asia, Wpro Acts The Secretariat For Apnec, A Platform For Members Representing Necs To Exchange Issues/ideas, Build Support And Foster Collaboration On Health Ethics, Including Public Health Ethics, Clinical Care Ethics And Research Ethics, With A Focus On Regional Priority Issues In The Context Of The Sdgs. Apnec Meetings Were Convened In October 2017 And November 2019. In The Apnec Meeting Held In Wellington In 2019, Who Was Requested To Continue Its Technical Assistance To Member States In Advancing Actions For Health Ethics, Such As The Establishment Of Necs, Support For Training On How To Assess And Address Health Ethics And The Development Of Guidelines And Standards. During The Covid-19 Pandemic, Who And Unesco Supported The Creation Of The Apnec Working Group On Covid-19 Which Has Been Virtually Meeting Monthly Since April 2020. The Covid-19 Working Group To Enhance The Role Of Necs In National And Regional Covid-19 Response Efforts.   Purpose/specific Objective Of The Activity The General Purpose Of This Consultancy Is To Support The Health Law And Ethics Unit In Assisting Member States Of The Western Pacific To Manage Ethical Issues In Health, Including In Relation To Covid-19, And To Build Ethics Capacity As Part Of A Health Systems Strengthening Strategy. The Consultant Will Also Support Member States’ National Ethics/bioethics Committees (necs) Through Supporting The Asia-pacific Regional Meeting Of National Ethics/bioethics Committees (apnec) As Well As The Apnec Covid-19 Working Group.   Description/methods Of Activities To Be Carried Out Output 1: Support Member States To Navigate Ethical Issues In Health And Build Ethics Capacities In Their Health Systems Through Apnec And The Apnec Working Group On Covid-19. Deliverable 1.1: Develop And Disseminate Country Capacity Mapping Reports For Selected (between Two And Four) Ministries Of Health In Coordination With Who Country Offices. Undertake Consultations With The Respective Moh And Finalization Of The Report With Identification Of Activities For Countries To Build Ethics Capacity And Areas For Who Technical Support. Deliverable 1.2: Coordination Of At Least Four (4) Apnec Covid-19 Working Group Monthly Meetings With Partners In Who Searo And Unesco, Addressing Priority Areas Of Interest To Member States In The Asia-pacific. Output 2: Provide Technical Support To Western Pacific Regional Office And Country Programmes To Integrate And Promote Ethics In Their Work Deliverable 2.1: Provide Technical Support On Ethics Issues To Technical Programmes And Who Country Staff, As Requested, And Build Networks Of Relevant Officials Within Who. Deliverable 2.2: Develop And Disseminate Technical Briefings On Health Ethics (briefing Notes/presentations) For Wpro And Wco Staff On Ethics And Its Role In Health System Strengthening. Output 3: Coordination And Engagement With Who Headquarters, Regional Offices & Partners On Key Ethics Issues And Efforts To Build Capacity  Deliverable 3.1: Weekly Participation In Who Hq Organized Meetings Related To Ethics (including Ethics And Covid-19, Act Accelerator And Ethics, Phern Weekly Virtual Meetings) And Other Regions On Key Ethical Issues And Provide Regular Briefings For Wpro Officials.
