Background In Response To The Threat Of Covid-19, Who Has Coordinated Health Sector Preparedness And Response Activities Throughout The Pacific Island Countries And Areas (pics) Since January 2020 And Has Developed The Phase One And Phase Two Health Sector Support Plans. Who Is Leading The Pacific Joint Incident Management Team (jimt) Which Functions As The Sub-regional Coordination Mechanism For The Covid-19 Response. The Goal Of The Plan Is To Prevent Outbreaks, Contain Covid-19 Transmission And Spread, And Mitigate The Effects Of An Outbreak - Reducing Preventable Morbidity And Mortality; Minimizing Negative Health, Social And Economic Impacts; And Facilitating Early Recovery. The Plan Identifies Priority Actions Of Key Agencies Working Across The Pics In Covid-19 Preparedness And Response Activities. To Effectively Deliver The Pacific Covid-19 Health Sector Support Plan, The Incumbent Will Support Who’s Division Of Pacific Technical Support (dps) Incident Management Team ( Imt) On Operations Support And Health Emergency Logistics To Meet The Specific Needs Of The Pacific Ministries Of Health. This Is Senior Health Emergency Operations Support And Logistics (osl) Role Which Will Require Internal Management And Planning, Partner Coordination, Information Management And Engagement With Pacific Member States To Support Effective Response Planning, Operational Readiness And Response.   Purpose/specific Objective Of The Activity Under The Pacific Joint Imt For Covid-19, The Incumbent Will Lead Logistics Elements Of The Pacific Covid-19 Health Emergency Preparedness And Response Efforts, Under The Operation Support And Logistics Function. The Consultant Will Further Provide Health Logistics Remote And Field Support To The Imt, To Jimt Partners, And To All Pacific Member States.   Description Of Activities To Be Carried Out Under The Overall Supervision Of The Who Representative, And In Collaboration With Jimt Incident Manager And Jimt Pillar Leads, Pacific Country Offices/country Liaison Offices And County Focal Points, And The Wp Ro Imt, The Consultant Will Provide Technical And Operational Leadership In Osl To Pacific Ministries Of Health To Strengthen Covid-19 Preparedness And Response Efforts: In Coordination With The Western Pacific Regional Office Covid-19 Imt Osl Pillar, Pacific Country Offices/country Liaison Offices, And The Pacific Logistics Cluster, Provide Osl Support To Pacific Ministries Of Health And Other Stakeholders On The Logistics Aspects Of The Covid-19 Response In The Pacific, Including Preparedness, Operational Readiness And Response; Serve As The Osl Pillar Lead Of The Jimt To Maintain Strong Coordination And Collaborative Supply Chain Management Systems, Including A Procurement Pipeline Of Critical Equipment And Supplies For Covid-19 Preparedness And Response. Systematically Track Critical Equipment And Supply Needs And Ensure That All Pics Maintain Baseline Availability Of Critical Covid-19 Equipment And Supplies, Including Testing Equipment/supplies, Ppe, Oxygen Delivery Equipment/supplies And Other Critical Materials; In Close Coordination With The Pacific Logistics Cluster And The World Food Program Pacific Humanitarian Air Service, Systematically Monitor Availability Of Cargo Transport Options Around The Pacific, And Arrange Emergency Transport Of Supplies If Required. Coordinate With Pacific Partners To Maintain And Continuously Update The Pacific Logistics Tracker; Serve As The Pacific Supply Chain Coordinator Of The Covid-19 Covid Supply Chain System (cscs), Working In Close Collaboration With The Gscs Requesters, Jimt Incident Manager, Pillar Leads, Who Cos/clos And Country Focal Points For Pics Without A Who Presence, Partner Agencies And National Authorities To Develop, Validate And Prioritise Submitted Requests For Equipment And Supplies; Conduct Readiness Activities To Ensure Appropriate Actions Are Taken In A Timely Manner In The Event Of An Importation Of Covid-19 Case Including But Not Limited To Assessment Of Cold Chain Storage Capacity, In Country Transport Profiles, Central Supply Request And Receive Systems, Hospital And Health Care Centres Capacity In Case Isolation, National Waste Management, Etc; Anticipate Logistics Needs To Prepare For Covid-19 Introduction, Containment, Mitigation And Distribution Of Vaccines In Pics And Provide Support To Increase The Response Efforts Of Who In The Field; Support Pacific Member States In Osl Planning And Implementation, Including Through Advising On And Supporting The Implementation Of Inventory Systems, Critical Supply Planning And Tracking, And Last-mile Delivery To Remote And Hard-to-reach Areas; Undertake Logistics Support For Preparedness And Response For Other Concurrent Emergencies (e.g. South Pacific Cyclone Season); Systematically Track Osl-related Requests, Procurements, Actions, Shipments And Donations And Ensure That Osl Files Are Systematically Maintained And Up-to-date; Contribute To Internal And External Reporting, Ensure That Procurements, Shipments, Donations Are Systematically Reflected In Reports, As Appropriate. Provide Other Relevant Support To The Incident Manager As Needed.   Methods To Carry Out The Activity The Methods To Carry Out The Work Will Include Technical And Operational Logistics Remote Support To Pics From Suva While Travel Restrictions Are In Place And In-country Support As Required; Meetings With Health Partners Including Ministries Of Health, Wpro, Jimt And Clusters As Appropriate.   Qualifications & Experience Education Essential:  first Level University Degree Or Equivalent In Emergency Logistics, Supply Chain Management/monitoring Or A Closely Related Field. Desirable: Postgraduate Degree Or Specialized Training In Health Emergency Logistics/supply Chain, Business Management/administration Or A Closely Related Field.    Experience Essential: At Least 7 Years Experience (with At Least 5 At The International Level) In Emergency Operations, Logistics, Supply Chain Management, And/or Information Management Systems And Their Application To Logistics.  Demonstrated Knowledge Of Emergency Response Logistics, Including For Outbreak Response. Previous Experience With Who Or Other Un Agencies Or Large International Ngos Required. Desirable: Senior Osl Leadership Experience In Large-scale Outbreaks Or Other Emergencies At The National, Sub-regional Or Regional Level.
