Health Data Management Competency Development Consultant Open New Window & Background The Who Regional Office For The Western Pacific (wpro) Is Promoting The Creation Of A Culture Of Data-use To Foster And Enable A More Strategic Use Of Data For Regular Programmatic Reviews And Improved Decision-making For Improved Health Services And Better Health Outcomes Across The Western Pacific Region.  In 2022, The Design Of The (data Management) Competency Framework Was Completed, Approved For Publication And Was Successfully Rolled Out On A Trial Basis On Selected Data Management Roles In Papua New Guinea. Building On This Success, This Tor Describes The Rationale For And Details Of The Next Phase Of The Project’s Activities.   Purpose/specific Objective Of The Activity The Purpose Of This Consultancy Is To: • Accelerate The Process Of Advocacy For The Concept Of Sustainable Capacity Building (scb) Amongst The Member States For Health Information Workforce Through The Design And Implementation Of Comprehensive Awareness And Promotion Plan; • Continue To Support The Png National Department Of Health To Implement The Project Titled: “defining Competencies And Conducting Training Needs Analysis For Selected Data Management And Health Information Roles At Subnational Levels” • Extend The Roll-out Of The Competency Framework And Associated Practices In Selected New Member States Across The Region.    Description Of Activities To Be Carried Out             The Consultant Will Work Under The Supervision Of Hii Coordinator And With Other Technical Programme Units To Facilitate The Following: Output 1: accelerating The Process Of Advocacy For The Concept Of Sustainable Capacity Building (scb) Amongst The Member States’ Health Management Systems Deliverable 1:  develop Awareness And Promotion Work Plan And Related Supporting Materials For Advocating And Implementing Sustainable Compacity Building In The Additional Member States. Deliverable 2: Develop A Toolkit For Member States To Independently Map Data Competency Gap And Define Required Competencies For Selected Data Positions At Both National And Subnational Level Based On Regional Data Competency Framework. Output 2: provide In-country Support To The (data Management Competency Development Initiative Commenced In Papua New Guinea  Deliverable 1:  conduct Training Needs Analysis For The Selected Roles At Subnational Level Based On The Regional Competency Framework Designed And Develop Both Short And Long-term Capacity Building Plan   Methods To Carry Out The Activity This Is An Offsite Consultancy With Duty Travels To Provide Technical Support For Member States. The Consultant Is Expected To Attend Weekly Team Meetings And Other Related Meetings Of Hii Unit. The Consultant Will Be Required To Submit Monthly Reports On The Progress In Achieving Outputs And Deliverables.   Qualifications & Experience Education Essential: University Degree In Management Organizational Development, Statistics, Biostatistics, Or Public Health, Epidemiology And Related Area Desirable: Masters Degree In Any Of The Above Areas Experience Essential: • At Least 5 Years’ Experience Working In Organizational / Hr Development, Health Surveillance And Survey, Data-quality Assessments, Health Information Systems, Reports And Framework Development, Ideally In A Country Setting. • Previous Experiences With Capacity Building Of Staff And / Or Building Data-literacy In Organizational Settings • Strong Track Record Of Technically Editing High-level Documents And Research On Health Data Desirable:  • Previous Work Experience With Wpro Countries. Technical Skills & Knowledge • Deep Technical Knowledge Of And Proficiency In Implementing Competency Development Concepts, Processes And Techniques Within Complex Organisational Structures • Proven Capability In Scientific Writing  • Demonstrable Critical Thinking Ability, Analytical Rigor And Attention To Details Languages Essential: • Advanced Written And Spoken Fluency In English Desirable:  • Proficiency In Any Language For Countries In The Western Pacific Region Competencies • Producing Results   • Knowing And Managing Yourself • Communicating In A Credibly And Effective Way • Moving Forward In A Changing Environment • Fostering Integration And Teamwork   Additional Information • The Consultant Is Expected To Perform His/her Work Remotely From Place Of Residence With Possible Duty Travel To Countries In The Who Western Pacific Region.
