Consultancy - Promote Health Equity Before And After Rollout Of The Connect Initiative In Lao Pdr Open New Window & Background Lao Who Country Office (wco) Has Requested Specific Support To The Regional Office To Conduct A Comparative Analysis Of Changes In Practices And Attitude Of Local Implementing Agencies Towards Inclusive And Equitable Community Healthcare Through The Initiative. As This Analysis Follows A Policy Scoping Review Of Equity-promoting Policies In Lao Pdr, This Comparative Analysis Will Examine To What Extent The Connect Workshops Are Aiding Local Implementers To Translate National Policy Guidance Into Equitable Local Action, Compared To Their Capacities Before The Connect Initiative. the Analysis Extends To Assessing How Villagers Perceive Change (or Non-changes) In Terms Of Equity And Inclusion In The Communities.   Purpose/specific Objective Of The Activity The Consultant Is Expected To Undertake A Comparative Analysis Of Changes In Practices And Attitude Amongst Local Authorities In Promoting Inclusive And Equitable Community Healthcare As Part Of The Connect Initiative.                Description Of Activities To Be Carried Out • Develop A Workplan And Interviewee List With An Accompanying Timeline; • Develop A Facilitation Outline For The High-level Focus Group Discussion (fdg); • Conduct The Planned Fdgs And Interviews; • Based On Findings, Develop And Submit A Draft Report Of The Comparative Analysis;   Methods To Carry Out The Activity • Conduct Workshops With The Ministry Of Health And Ministry Of Home Affairs; • Contribute To The Development Of A Strategy On Health Equity; • Conduct Interviews And Draw Linkages Between The Village Surveys (conducted By Another Connect Evaluation Consultant), Representative Interviews, And Landscape Analysis On Equity-promoting Policies And Their Implementation Challenges To Generate Practical Recommendations For Connect; • One Technical Workshop And A High-level Presentation On The Final Report • Conduct A Comparative Analysis On Changes In Local Authorities´ Capacities To Promote Health Equity Before And After Rollout Of The Connect Initiative In Lao Pdr; • Document Social Determinants Of Health That Are Identified And Tackled As A Result Of Strengthening Local Governance Through Connect.   Qualifications & Experience Education Essential:   Candidates Must Possess A Postsecondary Degree In Public Health, Political Or Social Science, Or In A Related Field.  Desirable: Medical Degree Experience Essential: • A Minimum 10 Years Of Ample Experience Of Collecting And Analyzing Qualitative And Quantitative Data And Evidence, Summarizing Results Into A Report In The Area Of Equity And Inclusion; • Experience Of Having Worked In Multidisciplinary Settings In Lao Pdr Desirable: • Field Work Experiences And Equity-related Analysis In Rural Settings In Laos; • Experience Working With Un, Lao Government, And Community Organizations Technical Skills & Knowledge • Ability To Collect And Analyse Quantitative And Qualitative Data And Evidence;  • Ability To Analyse And Describe Findings And Summarize Results In Written Reports And Presentations; • Ability To Work Independently And Deliver High Quality Work On Time; • Computer Proficiency In Outlook, Ms Word, Excel And Powerpoint; • Proactive Approaches To Delivering Tasks; • Demonstrated High Level Of Professionalism And Ethics; • Able To Work With Minimal Supervision; • Excellent Planning And Organizational Skills; • Able To Work Effectively With International Aid Agencies, Un, And Government Entities. • Can Work In A Culturally Diverse Environment.
