Technical Assistance To Implement The World Health Organization (who) Laboratory Assessment Tool Within The Philippines Department Of Health - Office Of Health Laboratories & The Purpose Of This Request For Proposals (rfp) Is To Enter Into A Contractual Agreement With A Successful Bidder And Select A Suitable Contractor To Provide Technical Assistance To Implement The World Health Organization (who) Laboratory Assessment Tool With The Philippines Department Of Health Office Of Health Laboratories Doh-ohl). Background Laboratory Services Are An Essential And Fundamental Component Of All Health Care Systems. Various Public Or Private Institutions, Hospitals, Public Health, Academic Laboratories, Animal Health, Food Safety, And Environmental Health Laboratories Collectively Contribute To Health Care Improvement And Public Health Security Through Their Diagnostic Activities. Regular Laboratory Assessments Therefore Contribute To Improving Capacity And Ensuring That Quality Services Are Provided. Through The Years, The Laboratory Network In The Philippines Has Worked On Providing Accurate, Reliable, And Timely Laboratory Tests, Services, Results And Laboratory-based Information To Support Disease Diagnosis, Surveillance, Outbreak Response, And Other Important Health Activities Of Public Health Significance. However, At The Start Of The Covid-19 Pandemic, The Philippines’s Testing Capacity Lagged Behind That Of Neighbouring Southeast Asian Countries. In Order To Help Address This Gap, The Office For Health Laboratories Was Created To Institutionalize The Philippine Health Laboratory System By Virtue Of Department Order (do) 2021-0421. The Philippine Health Laboratory System Shall Strengthen The Public Health Laboratory Network By Expanding Access To Public Health Laboratory Services. In Line With This, One Of The Mandates Of Office For Health Laboratories (ohl) Is To Assist The National Reference Laboratories (nrls) To Enhance And Strengthen Their Current Laboratory Capacity Through Sharing Of Knowledge And Expertise In The Development Of Protocols, Manuals, Standards And Guidelines For Public Health Laboratories, Clinical Laboratories And Other Health Laboratories. In Addition, Public Health Laboratories Play A Key Role In Surveillance And Response To Disease Outbreaks And Other Emergencies. The International Health Regulations (ihr) Have Placed Specific Responsibilities On Who Member States For Building And Strengthening National Capacities For The Surveillance, Detection, Early Notification And Response To Health Emergencies Of Potential Public Health Concern. It Is Therefore Imperative For The Ohl And The Nrls, Being The Highest Level Of Laboratory Amongst Various Laboratory Levels In The Philippines, To Have A Strong Understanding Of The Assessment And Monitoring Of Laboratory Capacity As A Stepping Stone To Ensure That The Current Quality Standards And Procedures Are Adequate And In Place. Requirements/work To Be Performed Output 1: Inception Report And Situational Assessment Deliverable 1.1: Submit Inception Report And Timeline Of Activities. Deliverable 1.2: Conduct Rapid Situational Assessment Of Public Health Laboratory Network And Of Local Capacity Of Ohl And Nrls To Perform Monitoring Of Laboratory Capacity Output 2: Training Design And Modules Deliverable 2.1: Develop Training Design, Modules And Tools In Planning For And Assessing A Public Health Laboratory Network Based On Existing Who Guidelines And Standards, Taking In Account Local Context And Needs Output 3: Training Implementation And Evaluation Deliverable 3.1: Deliver An Online Session Comprising A Lecture On The Approach To Assess A Public Health Laboratory Network, And Orientation On The Planning, Questionnaires And Assessment Team Deliverable 3.2: Arrange And Deliver An In-person Workshop To Adapt The Assessment Questionnaires To The Local Requirements, Structure, And Needs, And To Train The Assessment Team In The Assessment Method And Implementation. Deliverable 3.3: Submit Post-training Evaluation Reports, Including Competency Monitoring And Evaluation Plan For Ohl And Nrls. Output 4: End-of-project Reports Deliverable 4.1: Submit Technical And Financial Reports At End Of Project. Characteristics Of Contractor Mandatory: Proven Experience In The Field Of Laboratory Services, Capacities And/or Systems, With A Focus On Laboratory Strengthening And Quality Improvement, Supporting Laboratory Systems In Low And Middle-income Countries. Previous Work With Who, Other International Organizations And/or Major Institutions In The Field Of  Public Health Laboratory Systems Strengthening, Capacity Building, Including Conducting Laboratory Assessments ; Desirable: With Extensive Relevant Public Health Or Medical Laboratory Experience, Including Conducting Laboratory Capacity Assessments. Experience With The Who Laboratory Assessment Tool Is Preferred. Project Manager And Members Have At Least Post-graduate Degrees In Relevant Fields.
