Technical Assistance For The Clinical Performance Audits On The Management Of Hypertension Using The Healthy Hearts Programme Protocol & The World Health Organization (who) Is Seeking Offers For An Institutional Contractual Partner For The Development And Implementation Of Clinical Performance Audits On The Management Of Hypertension Using Healthy Hearts Programme Protocol Under An Agreement For Performance Of Work (apw) Contract Background Noncommunicable Diseases (ncds), Including Cardiovascular Diseases, Cancer, Diabetes, And Chronic Respiratory Disease, Have Become The Major Cause Of Disease Burden In The Philippines And Are Collectively Responsible For Almost 70% Of All Deaths. Among The Major Ncds, Cardiovascular Diseases (cvd) Are The Philippines’ Top Killer And Responsible For 35% Of All Deaths In The Country (philippine Statistics Authority, 2021). The Majority Of These Deaths Can Be Prevented By Addressing Cvd Risk Factors (including Smoking, Unhealthy Diet, Obesity, And Hypertension) And Providing Timely Clinical Management. Currently, There Are About 12 Million Adult Hypertensives In The Philippines. However, Only About 65% Are Aware Of Their Condition, 37% Are On Treatment, And Only 13% Have Their Blood Pressure Under Control. The Department Of Health (doh) And World Health Organization Philippines Launched The Healthy Hearts Programme In October 2018 With The Overall Goal To Reduce Premature Cvd Mortalities In The Philippines. The Programme Has Three Components – (1) Hypertension Control At The Subnational Level, And (2) Sodium Reduction And (3) Trans Fat Elimination Policy Work At The National Level. The Hypertension Component Implemented In District 1 Of Iloilo Province Has Demonstrated An Integrated Hypertension Service Delivery Model Anchored On Three Main Strategies – Strengthening Stewardship And Governance, Improving Supply And Health Workers’ Capacity, And Generating Demand For Services In The Community. The Programme Has Covered A Total Number Of More Than 246,000 Adult Population (20 Years And Above) Including 22,000 With Hypertension Enrolled In The Electronic Registry. Through Constant Monitoring And Integrated Delivery Of Services, 80% Of These Hypertensive Patients Have Their High Blood Pressure Effectively Controlled, Thereby, Reducing Their Risk For Major Health Consequences With The Success Of The Pilot Implementation Of The Healthy Hearts Programme In The First District Of Iloilo Province, The Doh In Collaboration With Who Philippines And Resolve To Save Lives Will Be Expanding The Programme To Cover The Remaining Districts Of Iloilo Province And The Entire Antique Province From January 2023 To December 2024. This Expansion Will Be An Opportunity For The Selected Sites In Western Visayas To Benefit From The Learnings And Tools Used In The Pilot Sites To Implement Evidence-based Interventions To Address The Ncd/cvd Situation In The Region. To Ensure The Smooth Implementation Of The Hypertension Management Protocol Developed During The Project’s Phase I, A Consultant Who Will Support Training And Coaching Sessions And Regularly Conduct Clinical Performance Audits Is Needed. Requirements/work To Be Performed Output 1: Approved Inception Report Deliverable 1.1: A Detailed Plan Of Action On How To Conduct The Project. The Report Should Include The Following, But Not Limited To, Objectives, The Significance Of The Project, Implementation Of The Framework, Methodology, Target Participants, Data Collection Tools, Processes For Data Collection, Analysis, Validation, Consultation, And Presentation Of Findings. The Inception Report Should Also Include A Project Management Plan. Deliverable 1.2: Gantt Chart With Expected Outputs And Deliverables Output 2: Audit Tool To Measure And Report Clinical Performance And Conformity To Agreed Clinical Standards Deliverable 2.1: Conduct A Review Of Documents, Reports, And Related Literature; Review Of Healthy Hearts Programme Developed Protocols For Primary Health Care; Organize Meetings With Key Stakeholders, And Related Methodologies To Support The Drafting Of The Audit Tool Deliverable 2.2: Submit Reports/ Meetings Notes From The Consultations Deliverable 2.3: Develop, Pretest, And Update The Audit Tool Based On Feedback Output 3: Clinical Performance Audits And Supplementary Training, Coaching, And Supportive Supervision Deliverable 3.1: Conduct Clinical Performance Audits (in-person And/or Virtual) In All Or Selected Project Sites. Each Session Must Be Documented And Summarized As Part Of The Progress And Final Reports Deliverable 3.2: Provide Supplementary On-site Training, Coaching, And Supportive Supervision To Physicians As Necessary Based On Audit Results.
