Background The Coronavirus (covid-19) Pandemic Has Exposed How Ill Equipped Our World Is To Deal With The Sudden Shocks Brought On By This Global Crisis. Health Systems, Which At Their Core Are Comprised Of People And The Relationships They Hold Among One Another, And The Populations They Serve, Have Been Severely Challenged. Meaningful Community Engagement (ce) Is Essential For Fostering Effective Covid-19 Response And Recovery, Yet Who’s Ability To Provide Robust Technical Advice On What Countries Should Do And Where To Invest In Community Engagement Is Currently Limited. A Rapid Review Of The Community Engagement Literature Carried Out For This Project Identified Significant Gaps In Evidence, Practice And Policy, In Relation To How Community Engagement Is Framed, Understood, Implemented, And Measured Within The Health Sector. In Response, This Proof-of-concept Research Project Intends To Conduct Innovative Research And Generate Empirical Data In Partnership With Countries In The Region To Begin To Address These Gaps. The Project Deliberately Takes A Complexity Lens To Understand How And Why Community Engagement Works And What This Means For Advancing Ce Research, Practice And Policy In The Region. Wpro And Who-hq, Are Providing In-depth Methodological, Process, And Funding Support To Three Country Research Teams In Cambodia, Lao Pdr And Malaysia. The Aim Of The Country Research Is To Evaluate The Effectiveness Of Relationship-focused Community Engagement Models And Interventions In Current Covid-19 Response And Recovery Efforts. The Country Research Focuses On Hiv Treatment Care Centers In Cambodia, Essential Maternal And Child Health Services In Lao Pdr, And Mental Health Services In Malaysia. From The Insights Generated From These New Models And Interventions, This Work Also Aims To Create And Disseminate A Series Of Final Products, Including Capacity Building Courses And Tools, That Can Be Used By Governments And Other Stakeholders Across The Region And Globally To Integrate Engagement Into Service Planning And Delivery To Strengthen Health Systems. Examples Of These Final Products Include, But Are Not Limited To: • Final Country Research Team Reports, Case Studies, And Full-group Communities Of Practice Reports, Documenting Their Research Designs, Methods And Tools, To Be Shared Widely As Best Practices And Potential Interventions For Other Member States To Adapt And Apply To Their Local Context. • A Final Evaluative Report On The Process And Outcomes Of These New Ce Research Efforts Aimed At Documenting The Effectiveness And Impact Of This Proof-of-concept Approach In-country And Analysing The Ways In Which Multiple Levels Of Who Can Best Work Closely With A Range Of Academic Partners And Contractors To Effectively Support Country Research Teams On These Complex Issues. • A Robust Capacity Building Training Programme That Contains Numerous Learning Modules Capturing How The Current Country Research Teams And Other Project Stakeholders Carried Out This Research. This Is Intended To Be Shared Widely Throughout The Region And Globally So That Other Researchers And Stakeholders Can Replicate And Adapt Complexity-informed Relational Ce Research Efforts In Their Own Unique Contexts. Ultimately, It Is Envisioned That This Work Will Lead To Improved Policy And Decision-making Related To Community Engagement In The Health System. This Will Help Countries Move Towards Health Systems Delivery That Is More Responsive, Resilient, People-centered, And Equitable.   Purpose Of The Activity To Review And Synthesize Data Collected From Across The Lifespan Of The Ce Research Project To Produce A Final Summative Evaluative Report On The Overall Lessons Learned And Effectiveness Of In-country Research Efforts In Cambodia, Lao Pdr, And Malaysia.   Method(s) To Carry Out The Activity Specifically, We Are Looking For An Academic Institution With Complexity-informed Qualitative Evaluation Expertise To: • Support Who And Other Project Stakeholders In Supporting Evaluation Plans For Country Research Teams To Monitor, Track And Evaluate Impact (both Process And Outcome) Of The Ce Research In-country And Overall Implementation Across The Project. • Review And Synthesize Data Collected Across The Project To Then Produce A Final Summative Evaluation Report Of The Project.
