Eoi For Provision Of Third-party Monitoring And Targeting And/or Spot Check Services & The Specific Services Required Are As Follows: A) Targeting Of Beneficiaries And/or Spot Check Targeting Is A Crucial Component Of Wfp Operations, Aimed At Identifying Target Populations To Ensure Interventions Meet Their Needs, In Line With Set Eligibility Criteria And Objectives Of The Intervention, In Close Coordination With Communities, Government, And Other Stakeholders For Smooth Execution And Localization, Including Community Ownership. Through The ‘spot Check’, Wfp Ensures Accuracy And Integrity Of The Targeting Process By Randomly Selecting Samples Of Registered Beneficiaries And Cross-referencing With The Eligibility Criteria For The Targeting Exercise, In The Bid To Ensure That Only Eligible Beneficiaries Are Enrolled For The Intervention, Thereby Enhancing The Effectiveness And Credibility Of The Beneficiary Selection Process. B) Third Party Monitoring Wfp’s Monitoring Activities Are Organized Along The Results Chain And In Line With Wfp’s Corporate Results Framework (2022 To 2025) And Minimum Monitoring Requirement (mmr), With A Focus On Performance Tracking, Compliance, Accountability, And Lessons, To Support Programme Adjustment And Decision. Wfp Facilitates Its Monitoring Using Multiple Channels Across The Results Chain Notably Activity Implementation And Output Monitoring, Process Monitoring (including Activity Implementation Monitoring, Distribution Monitoring And Retail Monitoring), Post Distribution Monitoring, And Outcome Monitoring, Which Is Complemented By Thematic Reviews. The Key Monitoring Activities Are: I. Output Monitoring: Output Monitoring Ensures That Wfp's Assistance Reaches The Intendedbeneficiaries. This Process Involves Tracking The Number Of Beneficiaries By Age, Gender, And Type Ofintervention. Reporting For This Is Managed By Wfp's Cooperating Partners. Ii. Process Monitoring: Process Monitoring Is Centred On The Quality Of Implementation, Partner Adherenceto Guidelines, And The Accuracy Of Reported Data. This Involves Direct Observation, Interviews, Andsampling Methods To Monitor Activities. The Information Gathered Supports Internal Decision-makingand Performance Assessments. Key Types Of Process Monitoring Includes Activity Implementationmonitoring (aim) And Distribution Monitoring (dm). - Activity Implementation Monitoring (aim): Aim Evaluates The Execution Processes And Progress At Projectsites Especially Those Related To Agricultural Activities, Nutrition And Capacity Building. It Involves Reviewingrecords, Assessing Communication Methods, And Collecting Success Stories. Aim Includes Site Visits To Ensureprojects Are Being Implemented According To Field-level Agreements With Partners. Additionally, It Couldinclude Capturing Photographs And Conducting Video Interviews With Project Participants. - Distribution Monitoring (dm): Dm Oversees The Distribution Process, Including Verifying Entitlements Andinspecting Sites For Safety And Service Adequacy. This Involves Direct Observation And Engaging Withbeneficiaries During The Distribution Of Food, Cash, Or Vouchers. - Retail Monitoring (rm): Retail Monitoring Includes Shops Both Participating In Wfp Cash-based Transfers,and Similar Nearby Shops That Are Not Part Of The Wfp Program. The Results Of This Process Monitoringshould Be Compiled And Compared To Identify Areas Where The Wfp Program Is Impacting The Market,implementation Is Not Following The Program Rules, Price Differentiation In And Out Of The Wfp Program, Andopportunities To Improve The Program Design And Control Mechanisms. C) Post-distribution And Outcome Monitoring Outcome Monitoring Assesses The Short- To Medium-term Effects Of Wfp's Programmes. It Provides Insights Into The Impact Of Interventions, Documents Lessons Learned, And Ensures Accountability To Stakeholders By Comparing Actual Results With Intended Outcomes.
