The required prior work experience for the bidder includes experience in Eligible Assignments, which are projects that have been undertaken by the bidder under its own name. The bidder should provide details of only those projects that meet the specified criteria. For evaluation, the bidder is required to have completed or substantially completed one Eligible Assignment of value equal to or more than 35% of the Estimated cost of the Consultancy Services. Substantially completed means that the Bidder has received at least 90% of the professional fees against the original agreement value towards undertaking such Eligible Assignment. The Eligible Assignment should have been directly awarded to the Bidder by a Govt. Department/PSUs or by a Public listed company having an average annual turnover of Rs 500 crore and above. The assignment should have been completed or substantially completed over the past 5 (five) Financial Years plus the current Financial Year preceding the Bid Due Date. Additionally, the bidder shall have received total income equal to 150% of the estimated cost of the Consultancy Services from professional (consultancy) fees in the 3 (three) financial years preceding the Bid Due Date. The value and percentage of similar works completed are: - 35% of the Estimated cost of the Consultancy Services (for one Eligible Assignment) - 90% of the professional fees against original agreement value (for substantially completed assignments) - 150% of the estimated cost of the Consultancy Services (total income from professional fees in 3 years) - 25% of the Financial Capacity (for each member of the Consortium) - Rs 500 crore (average annual turnover of the Public listed company) The bidder should also provide details of the capital cost of the project, payment received by the bidder, and the percentage of completion. The bidder should have worked on the Eligible Assignment for DDC services, and the experience should be claimed based on the project-wise details submitted. The required prior work experience for Key Personnel, including the Team Leader and Sr. Design Engineer (Railway Bridges), is also evaluated, with specific marks awarded for completed and substantially completed Eligible Assignments. The bidder needs to submit a valid proof acceptable to the Authority for claiming the desired experience, and in case of work experience executed outside India, the bidder needs to submit a completion/experience certificate issued by the government authority of the availing services, duly signed and stamped, and attested by the Indian Embassy/Consulate/High Commission in the respective country. The bidder should have experience in Detailed Design Consultancy Services for engineering projects of Railway, Metro, or any Special Purpose Vehicle with the Ministry of Railways, DFCCIL, High Speed Rail (HSR), or Monorail. The bidder should have no objection to uploading/hosting their credentials in the public domain, and they should certify that they have not made any misleading or false representation in the forms, statements, and attachments in proof of the qualification requirements. For Key Personnel 1 - Team Leader, and Key Personnel 2 - Sr. Design Engineer (Railway Bridge), the length of professional experience and the length of professional experience in the DDC role are required. The bidder needs to provide information on the "Length of Professional Experience in DDC role (in years)" and "Length of Professional Experience in DDC role Eligible projects" for the key personnel. The evaluation criteria also include the "overall experience & capability score", but the specific details are not provided.
