The required prior work experience for the bidder includes: - For Technical Personnel for construction work: - A. Degree Holder in Civil Engineering / Experienced Diploma Holder in Civil Engineering: 10 years in construction, with 3 years road experience. - B. Diploma Holder in Civil Engineering: 3 years experience. - C. Others (Specify): Supervisor, Science Graduate with 3 years experience, and 4 years experience for field testing laboratory. - For routine maintenance: - A. Degree Holder in Civil Engineering: 3 years road experience. - B. Diploma Holder in Civil Engineering: 3 years road experience. The bidder should have satisfactorily completed, as a prime contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause. In the last five years, the bidder should have achieved a minimum financial turnover, with at least 50% of which is from Civil Engineering construction works, equivalent to: - 60% of the amount put to bid, if the amount put to bid is Rs.200 lakhs or less, - 75% of the amount put to bid, if the amount put to bid is more than Rs.200 lakhs. Subcontracting of components of the works for construction or up-gradation is allowed, but it should not exceed 25 percent of the contract price. No specific percentage of similar works completed is mentioned, except for the value of road work completed under Pradhan Mantri Gram Sadak Yojana, which is counted as 120%. The bidder is required to provide information on the total annual volume of civil engineering construction work, executed and payments received, for the years 2019-2020, 2020-2021, 2021-2022, 2022-2023, and 2023-2024. The bidder should also provide a certificate from a Chartered Accountant and a corresponding payment certificate, and details of works in progress or contractually committed with certificates from the concerned officer not below the rank of Executive Engineer or equivalent. The bidder should have experience in works of a similar nature and size for each of the last five years, and provide the total monetary value of civil construction works performed for each of the last five years. The bidder should provide information on existing commitments and on-going construction works, including description of work, place and state, contract number and date, name and address of employer, value of contract, stipulated period of completion, value of works remaining to be completed, and anticipated date of completion. The bidder needs to upload scanned copies of certificates showing details of similar nature of works executed, and the annual turnover certificate from a Chartered Accountant for the last five financial years with a breakup of civil works and total works in each financial year. The bidder needs to provide details of similar nature of works executed, works in hand, and machineries owned or on lease or possessed on hire. The bidder is required to submit a certificate from a Chartered Accountant for the last five years, with the total annual volume of civil engineering construction work executed and payments received. The total annual volume of civil engineering construction work executed and payments received for the last five years preceding the year in which bids are invited is required. The bidder's annual turnover for the last five years, with a breakup of civil works and total works, is required. For Joint Ventures, the lead partner shall meet not less than 50% of the qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The Joint Venture must also collectively satisfy the subject of the criteria.
