The required prior work experience for the bidder includes: - For Technical Personnel for construction work: - A. Degree Holder in Civil Engineering / Experienced Diploma Holder in Civil Engineering: 10 years in construction, with 3 years road experience. - B. Diploma Holder in Civil Engineering: 3 years experience. - C. Others (Specify): Supervisor, Science Graduate with 3 years experience and 4 years experience respectively. - For Technical Personnel for routine maintenance: - A. Degree Holder in Civil Engineering: 3 years road experience. - B. Diploma Holder in Civil Engineering: 3 years road experience. The bidder should have achieved a minimum financial turnover in any one year, as certified by a Chartered Accountant, with at least 50% of which is from Civil Engineering construction works, equivalent to: - 60% of the amount put to bid, if the amount put to bid is Rs.200 lakhs or less, - 75% of the amount put to bid, if the amount put to bid is more than Rs.200 lakhs. However, in Naxal / Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The bidder should have satisfactorily completed, as a prime contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause. No specific percentage of similar works completed is mentioned, but the bidder needs to provide details of similar nature of works executed, along with the value of such works. The bidder needs to provide annual turnover certificates for the last five financial years, with breakup of civil works and total works in each financial year. The bidder also needs to submit a certificate from a Chartered Accountant, providing details of the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The amount and deductible for insurance are mentioned as 1% of the estimated cost of construction put to tender, and the bid security is 2 percent of the estimated value of the works. The bidder can propose subcontracting components of the works for construction/up-gradation, aggregating to not more than 25 percent of the contract price.
