The formula for bid capacity is Assessed Available Bid Capacity = AN3B, where A represents the maximum value of Civil Engineering works executed in any one year during the last five years, updated to the price level of the financial year in which bids are received.
Technical Capacity
The bidder is required to have prior work experience in Civil Engineering works. The bid capacity of the prospective bidders will be calculated based on the maximum value of Civil Engineering works executed in any one year during the last five years, updated to the price level of the year indicated in the Bidding Document.
To qualify for the award of the contract, the bidders should have satisfactorily completed at least one, or a maximum of three, contracts. The minimum value of one similar work is Rs 18291 Lac. The minimum value of two similar works, each, is Rs 11432 Lac. The minimum value of three similar works, each, is Rs 9146 Lac.
The bidder should have a minimum turnover of Rs 9148 Lac and a bid capacity of more than Rs 22864 Lac. The bidder should also have experience in construction of Water Supply Scheme, including distribution network of pipeline, house hold water connection, etc., with a minimum length of distribution pipe line for water supply scheme of 6750 mt or more of PVC/HDPE/ DI pipe having a minimum size of 63 mm or more, and RCC work M25 or more, 44 cum or more.
The bidder should have satisfactorily completed at least one similar work as defined in the Bid Data Sheet of value not less than 180% of the estimated cost of work, or two similar works each of value not less than 80% of the estimated cost of work, or three similar works each of value not less than 40% of the estimated cost of work.
Additionally, the bidder should provide an undertaking that they will be able to invest a minimum cash amount of up to 25% of the contract value of work during implementation.
The bidder should also provide evidence of access to lines of credit and availability of other financial resources, facilities of 10% of contract value.
The bidder should have prior work experience with specific details mentioned, and should provide certificates duly signed by the Engineer-in-Charge, not below the rank of an Executive Engineer or equivalent, along with a statement showing the value of existing commitments and works, as well as the remaining period of completion.
The bidder's existing commitments should be valued, and the value of ongoing works to be completed during the period of completion of the Project Works should be considered.
The bidder should provide a list of similar works completed during previous years, supported with performance certificates, including the name of the work, estimated cost, date of start, and date of completion.

The bid capacity should be more than the estimated value of the Project work, which is Rs. 228.64 Lac for the Augmentation of Existing Water Supply Scheme Machaki Kala Block and Distt Faridkot.
The bidder's available bid capacity will be calculated based on the maximum value of Civil Engineering works executed in any one year during the last five years.
