For works above Rs. 5.00 Crores, the class eligibility requirement is Class A. For works up to Rs. 5.00 Crores, the requirement is a valid enlistment under the appropriate class and category.
Bid Capacity
The formula for bid capacity is: Assessed Available Bid Capacity = (A * N * 2 - B), where A = Maximum value of Civil Engineering works executed in any one year during the last five years, B = Value of existing commitments and on-going works to be completed during the period of completion of the projects, and N = The time period which varies from work to work.
Technical Capacity
The required prior work experience for the bidder includes having a minimum turnover amount and completing similar works. The bidder should have experience as a prime contractor, partner in a joint venture, or subcontractor.
The value and percentage of similar works completed are as follows:
- One Bridge Work or Lining Work or Hydraulic Structure Work or Building Work or Mechanical Work or Electrical Works or Other Civil Works of value not less than 80% of the estimated cost.
- Two similar works of value not less than 50% of the estimated cost of work.
- Three similar works of value not less than 40% of the estimated cost of work.
The bidder should also provide information on their experience in works such as earthwork, brick lining/brick work/concrete lining/concrete structures, retaining walls, concrete in bridges/cross drainage works/flood protection work, etc.
Additionally, for works above Rs. 5.00 Crores, the bidder should have completed similar works with a value of at least the appropriate class and category of WRD enlistment. The bidder should submit a list of similar works completed during previous years, duly supported with performance certificates from the authority for whom the work has been completed.
The bidder should also have an undertaking to invest a minimum cash of up to 25% of the contract value of the work during implementation. The bidder's available bid capacity should be more than the total value of their financial bid.
The bidder should provide details of their share of work in these projects, along with a certificate from the employer. The bidder should also provide information on the maximum value of Civil Engineering works executed in any one year during the last three years, updated to the price level of the year indicated in the Appendix to ITB.
The bidder should provide information on the amount and percentage of participation in the project, as well as the amount subcontracted by the firm. The bidder should also provide a summary sheet of their current commitments, including the name of the contract, location, and nature of the work, contract number and date, percentage and amount of participation of the firm in the project, and percentage and amount subcontracted by the firm.
