The required prior work experience for the bidder includes having at least 1 single civil work order of value not less than 60% of the package value for package values more than Rs. 5.00 crores, or 2 works equaling 70% of package value. For package values up to Rs. 5.00 crore, the bidder should have at least 1 single civil work order of value not less than 50% of the package value. The bidder should have completed similar works with values such as: - 60% of the package value (for package values more than Rs. 5.00 crores) - 70% of the package value (for package values more than Rs. 5.00 crores, with 2 works) - 50% of the package value (for package values up to Rs. 5.00 crore) Additionally, the bidder's annual turnover for civil works only for the preceding five financial years should be provided, certified by a registered Chartered Accountant. The bidder should also have a minimum annual turnover for civil works, which should not be less than the package value. The bidding capacity is calculated as 2 times the bidder's highest annual turnover in any of the preceding 3 years. If a bidder has already been awarded work equal to twice their annual turnover of the last 3 years, they would be deemed financially ineligible to bid, unless they have received payments for the ongoing works, in which case they can bid for new works to the extent of payments already received. The bidder needs to submit a self-certified up to date progress report of all works awarded to him for the past 5 years in WRD, Assam till one month prior to the date of bid publication. It is also mentioned that bids with rates quoted less than 10% below the package value or estimate rate will be retained and qualify for allotment. The minimum allowable lowest quoted value (ALQV) would be calculated by subtracting 10% of the package value. For example, if the package value is Rs 1,00,000.00, the ALQV will be Rs 90,000.00 (90% of the package value), and any quoted value less than this amount will be rejected. Similarly, if the package value is Rs 1,99,879.00, the ALQV will be Rs 1,79,891.00 (approximately 90% of the package value).
