For packages above Rs.5.00 crore: - Single work order value ≥ 0.6 * Package Value - Total value of 2 works ≥ 0.7 * Package Value Annual Turnover ≥ Package Value Additionally, the available bid capacity at the time of bidding should be not less than the total package value for bidders who meet the qualification criteria, and can be calculated as: Bidding Capacity = 2A - (B+C) Where, A = Maximum turnover in any one year during the last three years B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. C = Value of existing Tender A bidder’s maximum bid capacity shall be calculated as 2 (two) times of the bidder’s highest Annual Turnover in any of the preceding last 3(three) years. In case a bidder has already been awarded work equal to twice his Annual Turnover of the last 3(three) years but has received some running payment against those works, the bidder would be eligible to bid for new works to the extent of payments already received by him.

The required prior work experience for the bidder includes having at least one single civil work order of a certain value. For package values up to Rs.5.00 crore, the bidder should have at least one single civil work order of value not less than 50% of the package value. For package values more than Rs.5.00 crores, the bidder should have at least one single civil work order of value not less than 60% of the package value or two works equaling 70% of the package value. The work order allotted within the last 5 financial years from the year of publication of the bid will be considered. Additionally, the bidder needs to submit a self-certified up-to-date progress report of all works awarded to them for the past 5 years, including details such as name of schemes, work order number and date, allotted amount, date of starting, up-to-date progress, and remarks. The bidder should also submit a statement of ongoing commitment/liability report along with progress of ongoing works. The calculation of bidding capacity takes into account the maximum annual turnover in any one year during the last three years, and the value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. The bidding capacity is calculated using the formula: Bidding Capacity = 2A - (B+C), where A is the maximum turnover in any one year during the last three years, and B is the value of existing commitments/liabilities. The bidder's annual turnover for civil works only for the preceding five financial years should be submitted, and the audited or unaudited Annual Turnover for Civil works should not be less than the package value. Relaxation in experience certificate, Annual Turnover for Civil works, and single highest work order may be granted for 3 years from the date of registration for newly registered class 1 C, Class II, and Class III contractors. The bidder's maximum bid capacity shall be calculated as 2 times of the bidder’s highest Annual Turnover in any of the preceding last 3 years. The bidder's eligibility to bid for new works is also dependent on the extent of payments already received by them, if they have already been awarded work equal to twice their annual turnover of the last 3 years.
