Summary: department Of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, Is Issuing This Request For Information/sources Sought Notice In Order To Identify Vendors That Are Interested In And Capable Of Providing Contractor Services For Inspection, Testing And Maintenance Services For 12 Kv Vacuum Switchgear Breakers, Automatic Transfer Switches, Cable, 480v Switchgear Breakers, Automatic And Manual Transfer Switches, Molded Case Breakers, And 12 Kv/480v Pad Mounted Transformers Located At The Martinsburg Veteran S Affairs Medical Center. location: Martinsburg Va Medical Center, 510 Butler Ave, Martinsburg, Wv 25405 description Of Work: this Contract Shall Be For Conducting Inspection/ Testing Operations And Preparation Of Documents. The Documents Will Include The Test Data, Corrective Action Recommendations (if Any) And Final Report. The Contractor Shall Prepare And Provide To The Va 100% Complete Inspection/ Testing Documents As Further Described Below. the Type Of Test Required For The Circuit Breakers Is A Primary Injection Test. This Test Will Verify The Performance Of The Breaker In Comparison To Its Trip Settings. The Contractor Shall Provide Competent Electrical Inspection And Testing Services Utilizing Personnel Adequately Knowledgeable Of The Procedure. The Contractor Shall Examine The Existing Conditions And Tests To Comply With All Federal, State, And Local Requirements. The Contractor Shall Examine The Overall Inspection/ Testing Plan, Identify Clearance/lockouts, Make Suggestions To Minimize Disruptions, And Provide A Schedule For Approval With Minimum 30 Days For Va To Plan Outages. The Contractor Will Thoroughly Survey The Existing Conditions Of The Facility And Provide All Necessary Input To Provide A Superior Product To The Va. qualifications Of Contractor: the Contractor Shall Be Qualified To Provide International Electrical Testing Association (neta) Testing With Each Having Completed The Occupational Safety & Health Administration (osha) Approved 10-hour Construction Safety Training. the Contractor Shall Have Technical Training, And Track Record Of Working Experience In Maintenance, Inspection, And Testing Of The Facilities Electrical Power Systems And Its Components In Healthcare, Industrial, Educational, And Commercial Facilities For A Minimum Of Five (5) Continuous Years. the Contractor Shall Have Safety Training Either On-the-job Or Class-room Type - In Electrical Safety Outlined In The Osha Standard 29 Code Of Federal Regulations (cfr) 1910 Subpart S Electrical, And The Nfpa 70e Standard For Electrical Safety In The Workplace. Training Certifications Shall Be Submitted To The Va Contracting Officer Prior To Work. If No Training Certifications Are Available, The Contractor S Employer Shall Certify That He/she Has Met This Requirement In Writing And Submit It To The Va Contracting Officer For Approval Prior To Work. the Contractor Shall Be Familiar With, And Have Ready Access To The Latest Versions Of The Following References: nfpa 70, National Electrical Code nfpa 70b, Recommended Practice For Electrical Equipment Maintenance nfpa 70e, Standard For Electrical Safety For The Workplace nfpa 110, Standard For Emergency And Standby Power System osha Standard 29 Cfr 1910, Subparts I & S international Electrical Testing Association, Inc.
