Minimum Annual Average Turnover (MAAT): MAAT of the bidder, for last three financial years should not be less than Rs. 4,00,00,000.00. 2. Liquid Assets (LA): LA and/or evidence of access to availability of credit facility of a bidder, in any case should not be less than 40% of the estimated cost. 3. Net Worth: Net worth of the bidder should be at least 20% of the estimated cost. Formulas: - MAAT = Total annual turnover in construction work of a similar nature performed by the Tenderer in his own name for last three financial years / 3 - LA = Liquid Assets and/or evidence of access to availability of credit facility - LA should be >= 0.4 * Estimated Cost - Net Worth should be >= 0.2 * Estimated Cost - Net Worth = Total Assets - Total Liabilities Note that there's also a mention of an abnormally low-priced offer, which is considered any priced tender more than 15% below the average price of all compliant bids received, with a formula expressible as: Abnormally Low-Priced Offer = Average Price - (0.15 * Average Price) Where Average Price = (Sum of all Compliant Bid Prices) / (Number of Compliant Bids)
