The bidders must be in class A, B, C, or D to participate in this tender.

The bid capacity required can be calculated using the formula: Assessed Available Bid capacity = (A * N * M) - B. Where: A = Maximum value of civil engineering works executed in any one year during the last five years (updated to the price level of the last year at the rate of 8 percent a year) N = Number of years prescribed for completion of the works for which bids are invited M = 2.5 B = Value, at the current price level, of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. Additionally, the bidder must have a minimum financial turnover, satisfactory completion of similar work, availability of key equipment and technical personnel, and liquid assets and/or credit facilities as specified. However, the specific bid capacity required in terms of value is also dependent on the bidder having at least 10% of the contract value in liquid assets and/or credit facilities, net of other contractual commitments. The bidder must also meet the specified requirements for experience, technical personnel, and financial capacity. Therefore, the bid capacity required is dependent on multiple factors including the bidder's past performance, current commitments, and the value of the contract they are bidding on.
