The bidder should have experience of similar class of works completed in the last seven years. The bidder should have satisfactorily completed works in the last 7 years, with a cost of work that includes all taxes and the cost of materials supplied by the Government/client. The similar works should have a cost of not less than the amount equal to: - 40% of the estimated cost for three similar completed works, - 50% of the estimated cost for two similar completed works, - 80% of the estimated cost for one similar completed work. The bidder should have an average annual financial turnover of at least 30% of the estimated cost during the last 5 years. The bidder should furnish the list of all works of similar nature successfully completed during the last seven years in Form “C”. The bidder should also furnish the list of the projects under execution or awarded in Form “D”. The value of executed works shall be brought to the current costing level by enhancing the actual value of work at a given escalation/enhancement factor. The bidder should have completed similar works with a value that can be calculated based on the given escalation/enhancement factors for different years. The bidder's previous work experience should include the completion of similar works, but the exact percentage of similar works is not always specified. However, the bidder's financial turnover and bidding capacity are subject to certain percentages and values. The bidder should have a solvency of 40% of tendered cost certified by his Bankers, and also a solvency of at least 10% of the estimated cost or a bank guarantee. The bidder should not have incurred any loss in more than two years during available last five consecutive balance sheets, and not have incurred any loss in more than 2 years during the last 5 years. The bidding capacity shall be worked out by the formula: Bidding Capacity = {[AxNx2.5]-B}, where A = Maximum turnover in construction works executed in any one year during the last seven years, N = Number of years prescribed for completion of work for which bids has been invited, and B = Value of existing commitments and ongoing works to be completed during the period of completion of work for which bids have been invited. The bidder should have a minimum turnover in construction works executed in any one year during the last 7 years. The bidder should own constructions equipment as per list required for the proper and timely execution of the work. The work should be with central/state government departments, central autonomous bodies, central public sector undertakings, state public sector undertakings, city development autonomous, municipal corporations of cities, or reputed private entities. The bidder is required to provide details of all works of similar nature completed during the last seven years ending on the previous day of the last date of submission of tender. This information is to be provided in Form C. Additionally, the bidder must also provide details of projects under execution or awarded in Form D, and a performance report of works referred to in Forms C and D in Form E.
