For contracts over Rs.2.5 Crore, the proposed methodology and programme of construction, backed with equipment planning and deployment, duly supported with broad calculations and quality control procedures proposed to be adopted, justifying their capability of execution and completion of the work as per technical specifications within the stipulated period of completion as per milestones, is required.
The bidder is required to have prior work experience in bioremediation work, with the total value of bioremediation work performed in the last five years to be provided, along with a certificate from a Chartered Accountant. The bidder should have completed works of a similar nature over the last five years, with details of the project name, employer, description of work, contract number, value of contract, and date of issue of work order.
The bidder should have experience of establishing and operating (O&M) Bioremediation Facilities with any of the Government/Local bodies or PSUs of capacity equivalent to the specified criteria in the last 10 years.
The available bid capacity is calculated based on their turnover in the last five years, with a formula: Available Bid capacity = (A*N*2 - B), where A is the maximum value of turnover, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works.
The bidder is required to demonstrate availability of liquid assets and/or credit facilities of no less than the amount indicated in Appendix – III to ITB, which is usually the equivalent of the estimated cash flow for 3 months in the peak construction period.
