To determine the bid capacity required, we look at the experience and financial criteria specified for eligibility. The experience criteria mention that the firm should have successfully completed and commissioned similar works during the last ten years, satisfying one of the following conditions: i. Three completed, tested, and commissioned works each costing not less than 30% of the estimated cost (i.e., Rs.596.37 Lacs). ii. Two completed, tested, and commissioned works each costing not less than 40% of the estimated cost (i.e., Rs.795.16 Lacs). iii. One completed, tested, and commissioned work of aggregate cost not less than 60% of the estimated cost (i.e., Rs.1192.74 Lacs). The estimated cost for the project can be inferred as Rs.1987.9 Lacs. The bid capacity required in terms of value can be directly linked to the experience criteria, which are: - Rs.596.37 Lacs for each of three works, - Rs.795.16 Lacs for each of two works, - Rs.1192.74 Lacs for one work. And in terms of formulas, the required experience can be calculated as: - 30% of the estimated project cost for three similar works, - 40% of the estimated project cost for two similar works, - 60% of the estimated project cost for one similar work. Additionally, the available Bid Capacity of the bidder at the expected time of bidding shall be more than the total estimated cost of the work for which the tender is invited, assessed using the formula: Assessed Available Bid Capacity = 2 x A x N - B Where, A = Maximum turnover during the last five financial years (corrected to the current level of value) N = Stipulated period of execution of the work for which the tender is invited in years. B = Value of existing commitments to be completed during the execution period of bid. The turnover shall be corrected to the current level of value by multiplying with the updation factor given. Updation factor for the last five financial years are: - Year 1: 1.00 - Year 2: 1.07 - Year 3: 1.14 - Year 4: 1.21 - Year 5: 1.28 The bid capacity required in the given tender is based on the Percentage Rate Method, where the bidder needs to quote a percentage above, below, or at par with the cost of the Bill of Quantities (BOQ). The formula for this method is: Bid Amount = (BOQ Cost) * (1 + Percentage Rate) Where Percentage Rate is the rate quoted by the bidder, which can be positive (above), negative (below), or zero (at par).
