Description Invitation For Negotiated Procurement Supply Of Labor And Materials For The Repair Of Potholes And Damaged Asphalt Parking Area And Completion Of The Paver Walkway In View Of Two (2) Failed Biddings, The Up Open University Invites Technically, Legally, And Financially Capable Suppliers To Participate In The Negotiated Procurement For Supply Of Labor And Materials For The Repair Of Potholes And Damaged Asphalt Parking Area And Completion Of The Paver Walkway In Accordance With Section 53.1 (two Failed Bidding) As Specified In The Revised Implementing Rules And Regulations (irr) Of Republic Act (ra 9184), Otherwise Known As The “government Procurement Reform Act”. The Up Open University (upou), Through The Government Of The Philippines (gop) Revolving Fund, Intends To Apply The Sum Of One Million One Hundred Ninety Thousand Seven Hundred Sixty-five Pesos And Twenty-eight Centavos (php1,190,765.28) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For “supply Of Labor And Materials For The Repair Of Potholes And Damaged Asphalt Parking Area And Completion Of The Paver Walkway” (np-tfb No. 25-01-001). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. The Upou Now Invites Bids For The Above Procurement Project. Completion Of The Works Is Required In Thirty (30) Calendar Days. Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184.
