The required prior work experience for the bidder includes having successfully completed or substantially completed similar works during the last seven financial years. The specific requirements are as follows: - Three similar completed works each costing not less than 40% of the estimated cost; - Two similar completed works each costing not less than 50% of the estimated cost; - One similar completed work costing not less than 80% of the estimated cost. Alternatively, the bidder should have prior work experience of having executed and completed or substantially completed successfully a single work of similar nature. Substantial completions are based on 80% (value-wise) or more works completed under the contract. The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per financial year. Additionally, the bidder should demonstrate annual turnover from construction, and particular construction experience, including key production rates. The bidder should also have construction cash flow for the subject contract, personnel capabilities, and equipment capabilities. For joint ventures, the lead partner should have an annual turnover from construction, and particular construction experience. The lead partner should also have financial capability to meet the cash flow requirement of the subject contract, not less than 50% of the respective limits prescribed for individual contractors. The junior partner should have the same qualifications as the lead partner, except that a lower limit of 25% will be accepted instead of 50% for financial capability. The bidder is also required to undertake that they will be able to invest a minimum cash up to 25% of the contract value of work during implementation. The contract value is mentioned as Rs.15.00 Crores and above in J&K UT for joint ventures. The bidder should have access to credit facilities of not less than 10% of the value of the contract. The bidder should also furnish details of other civil works of similar nature executed and completed in any Government or Semi-Government department during the last 5 years, and have a financial turnover, year-wise, achieved on execution of civil engineering works for the last five financial years, duly certified by a Chartered Accountant.
