Services concession: Assignment through project finance pursuant to art. 183, Paragraph 15 of the management of energy services and technological multiservice at the buildings belonging to the university of parma The procedure is aimed at the stipulation of a public-private partnership contract (to be carried out through project finance) for the award of energy services and technological multiservice at the buildings owned and / or used by the University of Parma, through the EPC contractual formula according to directive 2012 / 27CE and legislative decree n. 102/2014, pursuant to art. 183, paragraph 15 of Legislative Decree 50/2016. The proposal submitted by the company Siram SpA (hereinafter the «Proposal»), as approved and declared in the public interest - pursuant to art. 183, paragraph 15 of Legislative Decree no. 50/2016 - with resolution of the Board of Directors of the University of Parma of 30.7.2020, n. 281. The purpose of the intervention is to achieve economic and energy savings through the energy requalification of buildings in compliance with current legislation on plant safety and energy and environmental sustainability. The concession is made up of a single lot since, being a PPP contract, the related services cannot be broken down into functional lots without compromising the economic equilibrium and overall effectiveness of the same contract. Pursuant to art. 169 of Legislative Decree 50 of 2016, the main object of the concession is characterized as a service concession, meaning the execution of the works as ancillary to the overall management of the services. In particular, it is envisaged: 1) the services connected with the integrated management of summer heating and air conditioning systems and electrical systems and the supply of energy carriers and drinking water; 2) the definitive, executive design and implementation of the energy requalification and regulatory adaptation interventions of the plants contained in the proposal and amounting to EUR 22 309 058.73 plus VAT., Of which EUR 391 142.05 for security costs only for the implementation of interventions.
