Description Terms Of Reference Supply And Delivery Of Various Fire Safety Requirements I. Background Per Ordinance No. 8635 Dated April 27, 2020 Of The City Council Of Manila, The Universidad De Manila (udm) Was Granted Its Fiscal Autonomy And Shall Be Treated As An Independent And Institutional Department Of The City Of Manila Wherein The Management Of Fiscal, Human Resources, And All Other Assets Shall Be Within Its Control. The Bureau Of Fire Protection Issued A Notice To Comply Relative To Our Application For The Issuance Of Fire Safety Certificate For The Henry Sy Sr. Campus Building. In Line With This, The University Shall Comply With All The Safety Requirements Set Forth In The Said Notice; Hence, Purchase Of The Various Requirements (i.e., Emergency Lights, Portable Fire Extinguishers, Self-closing Device And Illuminated Fire Exit Signs) Is Crucial. Ii. General Conditions 1. All Quotations Must Be Typewritten In The Company’s Letterhead. 2. Philgeps Registration Number, Mayor’s Or Business Permit, Bir Registration (form 2303), Dti/cda/sec Registration, Income Or Business Tax Return, Tax Clearance, And Notarized Omnibus Sworn Statement Shall Be Attached Upon Submission Of The Quotation. 3. All Quotations Shall Be Considered Fixed Prices And Not Subject To Price Escalation During The Contract Implementation. Iii. Specific Deliverables The Items To Be Supplied And Delivered Shall Have The Following Technical Specifications: Qty. Unit Description 21 Pcs. Battery-operated Emergency Lights 46 Pcs Portable Fire Extinguishers 5 Pcs. Self-closing Device For The Fire Exit Doors 4 Pcs. Illuminated Fire Exit Signs Iv. Institutional Requirement 1. The Bidder Shall Submit A Sample Item Or Photo Of The Item Being Offered Or Evaluation And Approval Purposes Upon Submission Of The Quotation. 2. The Bidder Shall Provide Training On The Proper Maintenance Of The Water Dispensers And Gallons. V. Schedule Of Delivery The Supply And Delivery Of Shall Be Within Seven (7) Days From Receipt Of The Notice To Proceed. Vi. Liquidated Damages In Case Of Delay In The Delivery Of Expected Service, The Amount Of The Liquidated Damages Shall Be At Least Equal To The One-tenth (1/10) Of One Percent (1%) Of The Cost Of The Unperformed Portion For Every Day Of Delay. Once The Cumulative Number Of Liquidated Damages Reaches 10% Of The Amount Of Contract, The Udm Shall Rescind The Contract, Without Prejudice To Other Courses Of Action And Remedies Open To It. Vii. Warranty 1. The Supplier Shall Replace The Items Which Were Found Defective/substandard To Ensure That All Items Are Free From Production Defects. 2. A Warranty Security, In The Item Of Retention Money, Shall Be Withheld Equivalent To 1% Of The Total Contract Price To Cover Warranty. The Said Amount Shall Only Be Released After The Lapse Of The Warranty Period. Viii. Remuneration And Terms Of Payments The Supplier Shall Be Paid Upon Udm’s Issuance Of The Corresponding Certificate Of Acceptance And Receipt Of Statement Of Account, Subject To Deduction Of Applicable Taxes.
