Invitation to bid: UPU Reception/Building Security Service Provider Objectives The UPU would like to hire a supplier to handle all the current tasks of the reception service for the UPU by adding security tasks. Use of the UPU emblem, name and acronym Bidders do not make public in any way the fact that they propose to supply, that they provide or have provided services to the UPU and do not use the name, emblem or acronym of the UPU within the framework of their activity in order to derive a commercial advantage or notoriety, without the authorization prior and explicit from the UPU. Bidders shall take all reasonable steps to ensure compliance with this provision by their agents, employees and contractors. Collusive offer, anti-competitive practice or any other similar practice Without prejudice to the provisions under 3 and 4, tenderers (including their agents, consultants, employees and subcontractors) do not present a collusive offer and avoid any anti-competitive practice or any other similar practice concerning: – the preparation or submission of tenders; – clarification of offers; – the conduct and content of the negotiations conducted, including the final contract negotiations. In the context of auctions, the notions of collusive bid, anti-competitive practice or any other similar practice may cover the disclosure and exchange or clarification of information (in any form) with any other tenderer, whether or not such information is confidential to the UPU or any other bidder, with a view to modifying the outcome of the award and achieving a result different from that which would have obtained through a competitive process. In addition to the other remedies available to him, the UPU may, at its sole discretion, immediately reject any tender submitted by a tenderer who, at its opinion, has engaged in a collusive, anti-competitive or similar act with another bidder, in connection with the preparation or submission of tenders, in connection with this auction or with other procurement procedures conducted by the UPU.
