Terms Of Reference For Institutional Contract Title Of The Assignment Development Of National Adolescent Health Website Including App Purpose To Develop A Website For Government With Different Feature On Adolescent Health Including Dashboard And Android-based National App On Adolescent Health Services Including Telemedicine Under The Guidance Of Directorate General Of Family Planning And Directorate General Of Health Services Location Dhaka, Bangladesh.  Field Visits Will Be Required. The Assignment Will Be Schedule In Following Places Including Field Visits: Contractor’s Individuals Office Unicef Office Government Office (directorate General Of Family Planning And Directorate General Of Health Services) Field Visit In Urban And Rural Areas (mirpur/ Azimpur), Gazipur And Tangail To Gather Information From Adolescents And Government Personnel In Different Context And For Field Testing     Estimated Duration Tentative Start Date   1 October 2020 To 28 February 2021 (5 Months)   Reporting To Technical Supervisor Of This Assignment Health Specialist, Unicef     1. Background Unicef Implementing Adolescent Health Project Titled “adolescent Health & Rights Enhancement Through Innovation And System Strengthening (adohearts)” With The Support Of Dgfp, Dghs And Embassy Of The Kingdom Of The Netherlands.  Adohearts Project Has Started Since October 2016 And Will Continue Till June 2021 In Gazipur, Tangail, Khulna And Jamalpur Districts As Well In Khulna City Corporations Through Existing Health System.   Adohearts Envisioned To Draw Lessons From Diversified Afhs/srhr Projects By Dutch And Other Agencies To Reshape Strategies And Standards Around Adolescent Health; Generate Evidence Around What Works And Does Not In Adolescent Health Service Delivery And How Programmes Can Influence A Stronger Rights-based Agenda Around Sexual And Reproductive Health For Adolescents Boys And Girls (10-19 Years) And Roll Out Adolescent Friendly Health Services Across The National And Subnational Level In Bangladesh.   To Implement The Adoheatrs Project Successfully At National Level And In Targeted Districts, Unicef Supported To Directorate General Of Family Planning (dgfp) To Develop A Comprehensive National Plan Of Action (npoa) For Adolescent Health Strategy 2017-2030. Go, Un Agency, Ingos, Ngos And Other Organizations Are Now Following The Npoa For Implementing Adolescent Health (ah) Activities All Over The Country. At The Beginning Of 2020, Dghs Organized A Workshop With Different Organization To Identify The Need Of Adolescents In Current Situation As Well As Web-based Services. In The Workshop It Was Discussed That We Need To Provide Online Or Technology-based Support To The Adolescents To Support Them For Information Gathering As Well As Online Counselling And Health Services. According To Information From National Institute Of Mental Health & Hospital In Dhaka There Are Only Available 250 Psychologists For Psychosocial Counselling, So There Is A Provider Gap All Over The Country. Besides National Mental Survey Of Bangladesh 2018-2019 Identified That Treatment Gap Is 94.5% Among Adolescents Age Group.  So, Need To Increase The Number Of Psychologist And Ensure Updated Training For Existing Psychologist Which Is Time Consuming.  By Analysis The Situation And Resource Shortage For 36 Million Adolescents For Giving A Second Chance In Their Second Decade Of Life, We Need To Plan To Support Adolescents Through Online Services To Serve Them As Much As Possible With Their Issues. In This Regards Unicef Is Going To Support The Dgfp And Dghs To Develop A Website And A National App On Adolescent Health (ah) Services With The Generous Support Of Embassy Of The Kingdom Of The Netherlands. This Is One Of The Assigned Activities Of Adohearts Proposal. The App Will Mostly Focus On Adolescents Srhr And Mental Health Support Which Is One Of The Objectives Of National Mental Health Policy, Bangladesh 2019 To Give Special Attention To Children And Adolescents With Mental Health Conditions And Neurodevelopmental Disabilities.    Besides In ‘covid 19’ Scenario It Is Important To Take Opportunity To Provide Telemedicine Services Through App Based Services From Trained Physicians And Counsellors On Adolescent Health. Currently Government Providing Medical Consultation Services Through Helpline Provided By Shastho Batayon (16263) Operated By Dghs And 16767 By Dgfp. But These Helplines Focusing On Overall Health Service Not Specific For Adolescent Health. So, There Is A Large Gap To Provide Focused Adolescent Healthcare Services In This Context.   To Reach The Adolescents We Need To Focus On Their Interest Of Platform Or Methodology To Receive The Health Services. Mobile Phone Or Technologies Featuring Software Program App Are Widely Using By Adolescents’ Boys And Girls For Social Networking, Information Sharing Or Gaming. Now A Days It Is Found That App Or Online Base Support Is Widely Acceptable For Adolescents. Even If We Analysis The Current Covid 19 Situation We Found That It Is Easier To Reach The Adolescents Through Online Or Telemedicine Services. So, A Website Including A Mobile Application Will Be Developed For Socially Underprivileged Adolescent Boys And Girls To Support Them With Information, Health Care Services And Psychosocial Support And Link Them With Adolescent Friendly Health Services (afhs) In Government Health Facilities.   This App Will Help Them To Access Both Offline/online Usability Option For Their Required Health Services. This App Will Be Developed In Localization Feature (geospatial Context) With Bilingual Support (both Bengali And English). The Developed Mobile App That Will Be Accessed By All Adolescents Of Bangladesh, In And Out Of Schools. Anyone Who Wants To Help Adolescents Can Also Use The App I.e. Health Service Providers, Parents, Relatives, Teachers.   To Ensure Adolescents Health Activities In Urban And Rural Areas A User Friendly Online & Offline Based National Adolescent Health App Will Be Developed On Or Around 15 December 2020. To Develop This App Unicef Will Hire An Agency Who Are Expert And Have Long Time Experience On Development Of Android App And The Website.   2. Objectives, Purpose And Expected Results The Objectives Of Development Of National Website And Adolescent Health Service App By 15 February 2021; To Systematically Review The Literature On The Effectiveness And Innovative Mobile Applications And Modern Technologies And Concepts To Guide The Design Of The Solution That Will Effectively  Support      adolescents’ Management Of Their Physical And Mental Health Conditions To Include Links To Available Ah App Or Website Features/contents In National Website In Bangladesh To Bring In A User-friendly Common Platform For Adolescents To Create Supportive Environment For Adolescents To Share Their Srhr And Mental Health Related Problems In The Website To Use Online Base Multiple Platform For Knowledge Gathering On Adolescent Health Issues And Share Knowledge By Partners Organization To Provide Special Focus On Vulnerable Adolescent And Their Location Mapping To Develop A Program For Adolescents’ Issues To Make Health Services Interesting For Target Group To Include On Online Safety And Cybercrime Linking Other Existing Section Work (cap, Cp) To Create An Information Resource Booth For Adolescents, Parents, Teacher And Health Service Providers Develop –mapping System For Iec/sbcc As Well As Gis System For Afhs Locations That Can Be Mapped To The Dashboard To Showcase Afhs Locations To Disseminate Road Safety And Add Control Room For Information Sharing And Knowledge.   3. Of Assignment   The Assignment Will Have Three Steps:   Phase 1 Stakeholder Engagement And Inception Report Development Meeting With Selected Agency On Details Event Description Desk Review To Identify All Available Resources On Adolescents App In National And International Level Meeting Among Government Partner, Unicef And Agency For Details Planning Of Event Fgd With Adolescent From Different Group (urban And Rural) Based On The Desk Review And Engagements With Various Stakeholders The Bidder Will Be Required To Develop An Inception Report.
