Request for quotation: Upgrading of the WASH facilities of two (2) Health Care Centres in Al-Moualimeen and Al-Cheri neighbourhoods, Heet District. Risk analysis • The project is to be implemented in the town of Heet in Anbar governorate. The project location is relatively stable with ongoing recovery and reconstruction efforts increasing in momentum. Despite this, there is a need for continued vigilance in terms of operational and personal security, especially in proximity of military compounds and checkpoints. • It is essential to possess a good knowledge of the area and to establish good contact with local authorities, local security forces and communities to reduce security risks and delays at check points. • Local civil unrest may result in delays in implementation, inability to implement in targeted locations, relocation of activities and/or damage to assets; and armed actors/security providers restrict access to target location. • The project implementation areas are reportedly cleared from explosive remnants of war. However, the explosive threat remains across the area and the contractor’s teams must have benefited from mine risk education sessions and be aware of the risk and how to recognize explosive threats. • As of the end of December 2020, approximately 7,572 COVID-19 cases have been reported in Anbar. Currently, the rise in reported cases in Anbar has triggered a new set of precautionary measures and restriction of movements. The uncertainty of the current situation must be considered by contractors, as we adapt to this new way of working. • The rehabilitation works may be disrupted by the COVID-19 preventative measures imposed by the government such as complete lockdown or curfew for days; and such measures will be managed mutually between both parties guided by the Force majeure provisions specified in the contract terms and conditions signed by both parties. After any lockdown, work can only resume with the approval of the local authorities. Exception letters, approved by the Governor, might possibly be issued with the support of the UN-Habitat. • Considering the current efforts to prevent the spread of COVID-19, the contractor is expected to follow the Governorate and Department of Health directives and guidelines and adopt strict preventive measures during the course of the project to protect staff, workers and the community from infection. Managers will establish remote monitoring protocol where and when necessary.
