Starting Date: 261 Working  Days (4th January To 31st December 2021) Background The United Nations Peacebuilding Fund (pbf) Has Been Supporting Papua New Guinea Since 2014. Undp Has Been The Leading Agency In The Implementation Of The Pbf Projects In Bougainville, Particularly Aimed At Supporting The Fully Implementation Of The Bougainville Peace Agreement (bpa). Signed In 2001, The Bpa Comprises Of Three Pillars: Autonomy Arrangements, Weapons Disposal, And A Referendum On Bougainville’s Political Future. Undp Has Worked With The Two Governments To Support The Implementation Of Each Of These Three Pillars. The 11 December 2019 Marked A Historical Moment For Papua New Guinea (png)-bougainville Relations With The Announcement Of The Bougainville Referendum Result With 97.7 Per Cent Of Voters Choosing Independence From Png. The Process Has Been Widely Acknowledged As Credible, Transparent, And Inclusive By The Various International And Domestic Observer Groups. As Per The Bpa, The Referendum Is Non-binding, Meaning The Two Governments Will Consult With Each Other And The Agreed Outcome To Be Ratified By The National Parliament. In Continuing To Support The Two Governments With The Implementation Of The Bpa, Including The Post-referendum Process, Undp Has Developed Two Projects, That Have Been Merged Under One Overall Umbrella Project. The Two Projects Are The Post-referendum Support Project, Funded Through Donor Contributions, And Designed To Support The Immediate Post-referendum Process, Including The Provision Of Technical And Logistical Support To The Joint Secretariat. A Cost Extension Of The Pbf’s Sustaining Peace In Bougainville Project (18 Months, Implemented By Undp, Un Women And Unfpa) Will Run In Parallel To The Above Project And Ensure The Post-referendum Process Is Inclusive, With The Participation Of Marginalized Groups (women, Youth And Veterans). In Addition, The Project Will Work With The Key Actors To Support Outlying Factions, Who Remain Outside Of The Peace Agreement, Engage In The Dialogue, And Come Into The Peace Architecture. The Sustaining Peace In Bougainville Project (extension) And Post Referendum Process Support Project, Collectively Referred To As The Bougainville Programme For Undp. Undp Papua New Guinea Is Recruiting A Local Consultant To Work With The Undp Bougainville Programme For The Successfully Implementation Of The Pbf Extension The Bougainville Post Referendum Process As The Bougainville Programme Interlocutor. He/she Will Also Support The Undp Development Economist To Help Contribute To Its Overall Work Programme. The Bougainville Programme Interlocutor Will Support The Bougainville Office By Providing Coordination And Mobilization Of Logistics, Travel Arrangements And Programme Support To The Activities As Per The Deliverables Of The National Development Economist Especially Relating To The Successful Implementation Of The Bougainville Economic And Investment Summit And The Economic Baseline Survey. S/he Will Also Work Closely With All Bougainville Programme Teams And Be Responsible For Helping The Development Economist In Developing Large-scale Development Solutions And Activities Aimed At Enhancing Undp’s Programmatic Support To Png And Bougainville. Duties And Responsibilities Under The Direct Supervision Of The Bougainville Project Manager And Reporting To The Assistant Resident Representative, The Bougainville Programme Interlocutor Will Undertake Work To Support The Project Activities Under The Bougainville Programme For Undp. 1. Provision Of Support To Undp Bougainville Office, Including To Help Strengthen Economic Programme Development And Implementation • Assist The National Development Economist With Updates On Key Economic Developments/issues In Bougainville • Facilitate And Mobilize Travel And Logistic Support Towards The Successful Implementation Of Bougainville Socio-economic Baseline Survey Including The Bougainville Economic And Investment Summit • Coordination And Mobilization Of Resources For The Bougainville Baseline Survey And The Summit • Support The National Development Economist In The Creation Of Large-scale Development Solutions To Help Address Complex Development Challenges In Bougainville. 2. Support Implementation Of The Undp Bougainville Programme I. Support The Project Manager In Ensuring Timely Implementation Of Workplans For The Sustaining Peace In Bougainville Project And Post Referendum Process Support Project. Ii. Coordinate Relationships With National Partners To Support Implementation And Expansion Of The Programme, Raise Potential Problems And Suggest Solutions. Iii. Coordinate And Support Workshops And Facilitate Sessions Where Local Knowledge Is Required. Iv. Support Research And Information Gathering And Analyze Emerging Needs And Provide Suggestions For Technical Follow Up 3. Monitor And Ensure Reporting On The Bougainville Programme I. Gather And Compile All Information Necessary For Monitoring And Reporting On Programmes And Projects From The Planning To The Evaluation Stages. Ii. Monitor The Implementation Of Activities And Conduct Regular Monitoring Visits, As Required. Iii. Draft And Provide Inputs To Annual And Quarterly Reports; Coordinate The Submission Of Implementing Partner Financial And Narrative Reports. Iv. Provide Inputs From Programme Activities And Results For Reporting.
