With Its Capital Mandate And Instruments, Uncdf Offers “last Mile” Finance Models That Unlock Public And Private Resources, Especially At The Domestic Level, To Reduce Poverty And Support Local Economic Development.   Uncdf’s Financing Models Work Through Three Channels: Inclusive Digital Economies, Connecting Individuals, Households, And Small Businesses With Financial Eco-systems That Catalyze Participation In The Local Economy, And Provide Tools To Climb Out Of Poverty And Manage Financial Lives; Local Development Finance, That Capacitates Localities Through Fiscal Decentralization, Innovative Municipal Finance, And Structured Project Finance To Drive Local Economic Expansion And Sustainable Development; And Investment Finance, That Provides Catalytic Financial Structuring, De-risking, And Capital Deployment To Drive Sdg Impact And Domestic Resource Mobilization. By Strengthening How Finance Works For Poor People At The Household, Small Enterprise, And Local Infrastructure Levels, Uncdf Contributes To Sustainable Development Goal-sdg 1 On Eradicating Poverty And Sdg 17 On The Means Of Implementation. By Identifying Those Market Segments Where Innovative Financing Models Can Have Transformational Impact In Helping To Reach The Last Mile And Address Exclusion And Inequalities Of Access, Uncdf Contributes To A Broad Diversity Of Sdgs.   Uncdf’s Local Development Finance Practice (ld) Is A Center Of Excellence And Innovative Fund For Local Government Finance And Local Economic Development Finance In The World’s 47 Least Developed Countries (ldcs). Ld Promotes And Supports Transformative Investments Through Local Governments And Domestic Financial Institutions (banks, Pension Funds) In Ldcs By Piloting And Scaling Up Innovative Financing Mechanisms And Policies In The Public And Private Sectors.  In Line With This Global Orientation, The Uncdf/ld In West And Central Africa Is Developing And Implementing An Innovative Portfolio Of Global And Country Program, Which Focuses Mainly On Among Others   Fiscal Decentralization Providing Financial Support To Cities And Local Governments In Developing Countries. Developing Financial Mechanism For Municipal Natural Resources Management:  Unlocking Financing For Women’s Economic Empowerment And Sme Integrating Climate Change Adaption Into Local Governments’ Planning And Budgeting Systems,  Increasing The Amount Of Finance Available To Local Governments For Climate Change Adaption To Achieve Its Goals, The Regional Office Is In A Phase Of Staffing Adequately. This Staffing Should Be Based On The Progress In Resources Mobilization, The Volume Of Activities And The Profile And Status Of The Staff Needed. A Cautious And Gradual Approach Which Takes Into Account These Considerations Should Therefore Be Observed. In A First Stage, Uncdf Is Looking For An Experienced Consultant With A Good Knowledge Of Undp/uncdf Operations And Knowledge To Support Its Team.     2) Objectives - Scope Of Work And Impact Of Results Under The Direct Supervision Of Regional Advisor For The Local Development Finance (ldf) Practice In Western And Central Africa (wca), And In Collaboration With The Regional Portfolio Manager For Africa, The Consultant Will Work On Demand As Follows: Provide Guidance/advices On Operational Matters Related To Project/program Management;   Support Effective Delivery Of Project Budgets And Activities; Contribute To Preparing Proposals For Calls From Donors Including Undp Special Funds; Support To Writing Implementation Reports; Coach/train Junior Staff In Various Fields Of Project Management And Effective And Efficient; Use Of Atlas In Line With Project /programme Cycles; Support The Regional Coordinator In Her Coordination Activities.
