Expressions of interest : The selection of a firm in charge of the pre-feasibility study, prior assessment and transaction advisory services for the establishment of a Public Private Partnership (PPP) for the management of Dakar waste. Services include: The firm or group of firms will carry out the various missions assigned under the responsibility and coordination of PROMOGED. In detail, he will be asked to carry out the following four (4) missions: A. MISSION 1: PRELIMINARY WORK Carry out a documentary review of the studies already prepared concerning the Dakar Region; Carry out an assessment of the DAO launched by the UCG as part of the collection / pre-collection and proceed to the formulation of recommendations on the organization and methods of carrying out operations (review of contracts, definition of the scope of the mission , ban on second-hand shopping, etc.) in order to structure the contractual chain and more particularly the interface with the documents to be produced within the framework of this study; Identify and analyze the organizational modalities and possible execution methods of pre-collection, collection, transport / transfer of waste with the aim of reducing their costs and their impact on the environment; B. MISSION 2: PRE-FEASIBILITY STUDY The objective of this mission is to make a coherent and feasible proposal on a coherent and feasibility diagram of a model (organizational, technical, socio-economic, financial and environmental) of the operations of pre-collection, collection, transport / transfer, treatment and sorting / recovery / burial of solid waste in the Dakar Region over a period of at least twenty (20) years from the operation of solid waste management infrastructure. C. MISSION 3: PRIOR EVALUATION OF THE PPP PROJECT The objective of this mission is to prepare the preliminary assessment report with the reference scenario of the Public Contracting Authority and for the purposes of obtaining the opinion of the UNAPPP, in accordance with law n ° 2021-23 of 02 March 2021 relating to public-private partnership contracts in Senegal on the usefulness of resorting or not to a PPP contract for the implementation of the project. This assessment will include a comparative analysis of the different options, particularly in terms of overall cost, risk sharing, profits and sustainable development.
