Overview: this Is A Sources Sought Request Of Information (rfi) Notice Issued By The United States Special Operations Command (ussocom) On Behalf Of The Program Executive Office Maritime (peo-m); Program Manager Surface Systems (pm-ss) For Information And Planning Purposes Only. This Is Not A Request For Proposal (rfp) And A Formal Solicitation Is Not Available At This Time. This Notice Does Not Constitute A Commitment By The Government To Issue A Request For Proposal, Contract, Or Order. No Reimbursement Will Be Made For Any Costs Associated With Providing Information In Response To This Synopsis Or Any Follow Up Information Requests. Responses To This Notice Are Not Offers And Will Not Be Accepted By The Government To Form A Binding Contract Or Agreement. Responses To The Rfi Will Not Be Returned. pm-ss Is Conducting Market Research To Identify Sources With The Required Expertise And Capabilities To Manufacture New Craft And To Overhaul Existing Combatant Craft Assault (cca) Craft. The Cca's Primary Role Is Medium Range Maritime Interdiction Operations (mio) In Medium-to-high Threat Environments. It Can Also Perform Insertion / Extraction Of Special Operations Forces (sof) And Coastal Patrol Operations. the Overall Objective Of This Rfi Is To Conduct Market Research In Support Of Preliminary Acquisition Planning For Additional Cca Craft Under A New Production Contract To Sustain, Repair, Upgrade, Overhaul, And Replace Cca Craft In The Existing Fleet. respondents Are Solely Responsible For Properly Marking And Clearly And Specifically Identifying Any Proprietary Information Or Trade Secrets Contained Within Their Response. The Government Will Not Be Liable For Or Suffer Any Compensatory Or Consequential Damages For Any Proprietary Information That Has Not Been Both Properly Marked And Clearly And Specifically Identified. If Your Response Requires Assumptions Regarding Gfe/gfi To Be Complete, Please Summarize Those Assumptions In Your Response So That The Response Can Be Properly Considered. a. Scope Of Effort: The Anticipated Maximum Production Period Is Five (5) Years. Responders Should Assume Production Of Minimum Of Two (2) And Up To Five (5) New Craft, Eight (8) Overhauls Per Year, And Provide Initial Spare Part Package To Support A Detachment Consisting Of Two (2) Craft. Additional Services, Which May Or May Not Be Ordered, Include A New Production Surge Of Up To 16 Craft Per Year, Development, And Implementation Of Engineering Change Proposals (ecps), Maintenance And Repair, And Development And Conduct Of Advanced Propulsion And Electrical Training For End Users. the Cca Is A Government Designed Craft, Which Includes All Parts To Be Incorporated On The Craft, Electrical Wiring, And Hydraulic Installation. Ability To Build To The Design Based On Information Provided Is Required. Companies Will Be Required To Build Their Own Work Instructions And Production Processes To Accomplish Required Craft Characteristics. Tolerances Include Hull And Deck Structure Within 1/16” Of The Model; Except That Parts And Components Will Be Installed Within ½” Location Instructed, And Fabricated And Assembled Items Shall Be Installed Within ¼” As Instructed. Craft Weight And Lcg Must Be Maintained Within 0.1% Of The Values Provided By The Government. b. Craft Capabilities: The Cca Is An Open-ocean Interceptor That Serves As A Multi-mission Maritime Special Operations Platform. This Utilitarian Craft Meets Key Performance Requirements (speed, Range, And Payload) To Support The Full Spectrum Of Maritime Special Operations Missions. Cca Is A Twin-diesel Powered Craft, Modified For High Performance Under Adverse Conditions And Augmented With Select Military Capabilities To Enhance The Craft's Operational Effectiveness In Low To Medium Threat Environments. c. Craft Specifications: Length Overall: 41' 0” Beam Overall: 107” Height Overall: 85" Height On Trailer: 108" Maximum Stowed Weight*: 16,175 Pounds Cruise Speed: 40 Knots Range: 300 Nautical Miles fuel Capacity: 395 Gallons (nominal) Propulsion: Two Diesel Inboards With Outdrives Electrical System (nominal): 24 Vdc Payload Capacity (no Fuel): 8,100 Pounds (minimum) Construction: Carbon Fiber/aramid Skins And San Core Hull Form: Deep-v Monohull Transom: Deadrise 25 Degrees *stowed Weight Shall Include The Boat, Complete In All Respects And Ready For Service Including All Outfitting, Collateral Gear, Operating Fluids In All Systems And Full Fuel Tanks. d. Cca Components: hull: Carbon Fiber/aramid Skins And A Styrene Acrylonitrile (san) Core. propulsion System: Two Complete Propulsion Systems Consisting Of An Innovation Marine 700 Viking Engine, Huber Marine 1550 Transmission, Mercury Marine M6 Close Couple Transom Assembly, And M6 Super Speed Master Stern Drive. fuel System: Capable Of Supplying Adequate Diesel Fuel To Each Propulsion System Throughout The Engine’s Rpm Range. electrical System: Includes All Equipment And Miscellaneous Items Such As Cables, Connectors, Terminal Blocks, Junction Boxes, Foundations, And Accessory Components Necessary. Each Engine Is Equipped With A 24vdc Alternator. The Electrical System Is Marinized With Central Grounding Bus Which Isolates The Craft Structure From All Electrical Components. navigation/communication Systems. fire Extinguishing System: Automatic And Manual Fire Suppression System. trim And Drive Control System. air Transportation And Drop Capability: Certified For Intra-air Transportability For C-130, C-17, And C-5. lift Fittings: Pull-test Verified Capable Of Holding Equivalent Craft Weight Of 41,625 Pounds Along The Longitudinal Center Of Gravity With Two Forward And Two Aft Fittings. The Load Will Be Applied To The Lift Fittings Via A Single-point Hoist For No Less Than 10 Minutes. stowage For Outfitting Equipment: Minimum Of A 15" By 23" Watertight Hatch Through The Forward End Of The Stowage Compartment In The Forward Cockpit Bulkhead.
