One similar completed service costing not less than 80% of the estimated cost. Given the base value, we can calculate the required bid capacity as follows: 1. For three similar services: 3 * 0.4 * 22000000 = 26400000 2. For two similar services: 2 * 0.5 * 22000000 = 22000000 3. For one similar service: 1 * 0.8 * 22000000 = 17600000 These values represent the minimum costs of similar services the bidder must have completed to meet the bid capacity requirements.
