The required prior work experience for the bidder is mentioned in terms of average annual contractual turnover, which should be a minimum of V/N or 'V' whichever is less. Here, V represents the advertised value of the tender in crores of Rupees, and N is the number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover is calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. For similar works completed, the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 years: (i) Three similar works each costing not less than the amount equal to 30% of the advertised value of the tender, (ii) Two similar works each costing not less than the amount equal to 40% of the advertised value of the tender, or (iii) One similar work each costing not less than the amount equal to 60% of the advertised value of the tender. The specified similar works include: (i) KAVACH/TCAS (ii) RRI/PI/EI (iii) Yard remodeling/IBS/ABS involving alteration to Electronic Interlocking (iv) Centralized Traffic Control System/Train Management System (v) Automatic Train Protection System (vi) Automatic Block Signaling (vii) Intermediate Block Signalling. Unconditionally approved vendor or unconditionally approved developmental vendor of KAVACH equipment is exempted from fulfilling the technical eligibility criteria.
