Title: Construction Supervision Services For The Belgrade – Niš Railway Modernisation Project description: The Belgrade – Niš Railway Is The Backbone Of The Serbian Railway Network And The Longest Section Of Railway Corridor X In Serbia (approx. 230 Km). The Implementation Of The Belgrade – Niš Railway Modernisation (the “project”) Is Strategic To The Country And To Its Connectivity With The European Rail Networks. The Project Concerns The Comprehensive Modernisation, Reconstruction And Upgrade Of The Railway Line Connecting Belgrade And Niš, The Biggest City In Southern Serbia, Strategically Positioned On The Crossroad Towards North Macedonia And Bulgaria. It Is One Of The Most Important Investments In The Extended Ten-t Core Network And Its Investment Costs Are Estimated To Amount To Eur 2.8 Billion. The Republic Of Serbia Intends To Finance The Project Through Multiple Sources, Including The European Investment Bank (eib), The European Bank For Reconstruction And Development (ebrd) And The Western Balkans Investment Framework (wbif). The Contracting Authority Intends To Apply A Part Of The Project Financing To Eligible Payments To A Consultant For The Provision Of Supervision Services Of The Construction, Reconstruction, And/or Rehabilitation Works For The Project Implementation. The Contracting Authority Aims To Conclude A Services Contract With A Consultant To Carry Out The Following Services For The Belgrade – Niš Railway Modernisation Project: • Supervision Services According To The National Law On Planning And Construction In The Republic Of Serbia, And Rulebook On The Content And Manner Of Professional Supervision, • Duties Of The Fidic Engineer According To The Provisions Of The Fidic Yellow Book, • Preliminary Tsi Conformity Check Of The “designs For The Construction Permit And Design For The Execution Of Works” And Works (construction And Final Testing) For Each Works Contract. The Formal Tsi Conformity Check Of The Designs And Works For Each Contract, As Part Of The Engineer's Duties, In Accordance With The National Law On Interoperability Of Railway System And, Commission Decision 2010/713/eu, Commission Implementing Regulation (eu) 402/2013, Directive (eu) 2016/797 (repealing Directive 2008/57/ec) And Associated Legal Basis Regulating The Relevant Activities And Responsibilities Of The Notified Body (nobo), Designated Body (debo), And Assessment Body (asbo). The Services Contract Will Cover The Three Phases: • Phase 1 (pre-construction Activities): Technical Review And External Technical Control Of The Design For Building Permit, Design For Execution Of The Works, According To The Relevant National Legislation, And Tsi Conformity Check Of Design (including Nobo, Debo And Asbo). • Phase 2 (activities During Construction): Construction Supervision And Tsi Conformity Check Of Works (including Nobo, Debo And Asbo). • Phase 3 (post-construction Activities): Tsi Conformity Check Of Testing After Completion Of The Works (including Nobo, Debo And Asbo), Technical Review Of As Built Design, Approval Of Rectification Of Defects During The Defects Notification Period And Assistance With Handover Of The Site To The Contracting Authority/employer. For Each Works Contract Under The Belgrade - Niš Railway Modernisation Project, The Outputs Of This Contract Would Cover The Following: Output 1 Of 2: • Achievement Of Supervision Of Construction, Reconstruction And/or Rehabilitation Works, Including Construction And Reconstruction Of Tunnels, Bridges, Viaducts, Railway Stations And Stops, Construction Of The Overhead Contact Line, Signalling Safety And Telecommunications Installations, As Applicable, In Full Accordance With The Requirements Of The Works Contracts, O Act As The Engineer For The Works Contracts To Be Implemented Under The Provisions Based On The Fidic Yellow Book And Be Responsible For All The Tasks Assigned To The Engineer As Defined In The Works Contract(s), O Review And Approval Of The Design For Any Components Of The Works For Which The Works Contractor Has Been Assigned Responsibility And All Works Contractor’s Documents, O Completion Of The Construction By Safeguarding The Quality Of Construction And Overseeing The Safety Of The Works, O Full Compliance With The Eib, Ebrd And National Environmental And Social Policies And Requirements As Defined In The Project’s And Section E&s Documentation, Particularly The Eib And Ebrd Project And Section E&s Packages, O Administration Of All Aspects Of The Contract In Force Between The Contracting Authority And The Works Contractor(s), Output 2 Of 2: • Comprehensive Tsi Conformity Certification For Nobo, Debo And Asbo. The Ultimate Result To Be Achieved Is The Handing Over Of The Works To The Contracting Authority As An Operable And Maintainable System Fit For Their Purpose.
