The bidder is required to have prior work experience as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder should have satisfactorily completed, as prime contractor or sub-contractor, at least one similar work of value not less than 30% of the amount put to bid (excluding maintenance cost for five years). The bidder should have experience in works of a similar nature and size for each of the last five years. The bidder should provide details of works in progress or contractually committed with certificates from the concerned officer not below the rank of Executive Engineer or equivalent. The bidder should also provide the total monetary value of civil construction works performed for each of the last five years. For package size exceeding Rs. 10 crore, the Joint Ventures are allowed, and the bidder should have completed similar works with a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. Additionally, the bidder can propose subcontracting the components of the Works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price. The lead partner in a joint venture should meet not less than 50% of the qualification criteria, while each of the remaining partners should meet not less than 25% of the criteria. The joint venture must collectively satisfy the criteria, with the relevant figures for each partner added together to arrive at the joint venture's total capacity, which should be 100% or more. The bidder should have achieved a minimum annual financial turnover of 60% of the amount put to bid, with at least 50% of which being from civil engineering construction works.
