The required prior work experience for the bidder includes having executed and received payments for civil engineering construction work in the last five years preceding the year in which bids are invited. The bidder should have experience in works of a similar nature and size for each of the last five years. They should provide details of works in progress or contractually committed with certificates from the concerned officer. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. In terms of specific values and percentages, the available bid capacity is calculated based on the formula: Assessed Available Bid Capacity = ( A*N*M - B ), where A is the maximum value of civil engineering works executed, N is the number of years prescribed for completion, M is a factor (2 or higher, not exceeding 3), and B is the value of existing commitments and on-going works. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, with specific percentages mentioned: 60% of amount put to bid if the amount is up to Rs. 200 lakhs, and 75% of amount put to bid if the amount is more than Rs. 200 lakhs, with reduced percentages of 50% in Naxal / Left Wing Extremist Affected Districts. The lead partner in a Joint Venture shall meet not less than 50% of the qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. Additionally, the Joint Venture must collectively satisfy the subject of the criteria, with the relevant figures for each partner added together to arrive at the Joint Venture total capacity, which shall be 100% or more.
