The required prior work experience for the bidder includes experience in similar works, with details to be provided in the bid documents. The bidder should have completed works of a similar nature over the last five years and in the current year before the submission of the bid. The bidder should have achieved a minimum annual financial turnover in any one year, over the last five years, of the annual value of the contract applied for. Additionally, the bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The bidder is required to provide information on their experience, including the total value of civil engineering constructions worked on in the last five years, and details of work performed as a prime contractor or nominated sub-contractor on works of a similar nature over the last five years. The value of similar works completed should be at least 40 percent of the value of the proposed contract. The bidder should also provide certificates from the employers incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, satisfactory performance of the contractor, and any other relevant information. Substantially completed works mean those works which are at least 90 percent completed as on the date of submission. The bidder should submit actual figures of costs and amounts for the works executed by them, with costs adjusted using enhancement factors based on the financial year. For works completed in India, the enhancement factors range from 1.00 to 1.61, depending on the financial year. If the financial figures and value of completed works are in foreign currency, the current market exchange rate will be applied for conversion to Indian Rupees. The bidder can submit a percentage rate tender (up to INR 50 Cr.) or an item rate tender (for above INR 50 Cr.), with the percentage rate above or below the estimated rate, or the rate and amount for each item, respectively. Labour cess will be deducted as per prevailing rules, i.e., 1% of the work done, and GST and income tax TDS will be deducted at source while making payments of bills.
