The bidder is required to have prior work experience, including a description of the proposed work method and schedule, as well as information on the quantities of work executed as a prime contractor or nominated sub-contractor. The experience should include information on the value of contracts completed, with details such as the date of issue of the work order, stipulated period of completion, and actual date of completion. The bidder should also provide certificates from the engineer-in-charge to support this information. The bidder should provide information on the quantities of work performed in the past five years, including the name of the work, name of the employer, quantity of work performed, and remarks indicating the contract reference. Specifically, the bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed. The bidder should have a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works only, in any one year, over the last five years of the annual value of contract/contracts applied for. The lead partner in a joint venture should meet not less than 50 percent of all criteria, while the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The value of the works executed in any one year during the last five years should be updated to the price level of the year indicated in the appendix. The available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years. A specific percentage of 20 percent is mentioned as the value of the work not completed, representing the Employer's additional cost for completing the works. The bidder should also have access to liquid assets and/or credit facilities up to 25 percent of the value of the contract/contracts applied, and should invest a minimum cash amount of up to 25% of the value of the work during the implementation of the contract.
