The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed. The works may have been executed by the applicant as prime contractor or as a member of a joint venture or as a nominated sub-contractor. For joint ventures, the lead partner shall meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The value of the contract and the percentage of similar works completed are: - At least 40 percent of the value of the proposed contract - At least 90% completion of substantially completed works - Not less than 50 percent of all criteria for the lead partner in a joint venture - Not less than 30 percent of the qualifying criteria for other joint venture partners. Additionally, the bidder should submit a certificate from the employers incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, satisfactory performance of the contractor, and any other relevant information. The bidder should also have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works only, in any one year, over the last five years of the annual value of contract/contracts applied for.
