The bid capacity required in the given tender includes: a) Average annual financial turnover (gross) of 30% of the Estimated Cost put to tender on construction works during the last five consecutive years ending March 2024. Formula: Average annual turnover = (Total turnover for 5 years) / 5 Minimum average annual turnover = 0.3 * Estimated Cost b) The bidder should not have incurred any loss (profit after tax should be positive) in more than two years during the available last five consecutive balance sheets. c) The bidder should have satisfactorily completed works under Central Govt./State Govt. organization/Central Public Sector Undertaking within the country during the last 7 years, with a specific cost of work. Formulas for similar works: i) Three similar works each costing not less than 40% of the estimated cost put to tender: 3 * 0.4 * Estimated Cost ii) Two similar works each costing not less than 60% of the estimated cost put to tender: 2 * 0.6 * Estimated Cost iii) One similar work costing not less than 80% of the estimated cost put to tender: 1 * 0.8 * Estimated Cost d) The bidder should possess a valid license for executing electrical and other allied works, with a minimum amount of 40% of electrification works as indicated in Appendix-I during the last 5 years. e) The bidder should have a solvency of minimum 40% of the Estimated Cost put to tender. Formula: Solvency = 0.4 * Estimated Cost Alternatively, the bidder should submit a Net-worth certificate of minimum 10% of the Estimated Cost put to tender. Formula: Net worth = 0.1 * Estimated Cost The available bid capacity is calculated using the formula: Assessed Available Bid Capacity = (A X N X 2 - B) Where A = Maximum value of civil Engineering works executed during the last five years (updated to the price level of the year indicated in Appendix-I) N = Number of years prescribed for completion of the works for which bids are invited B = Value (updated to the price level of the year indicated in Appendix) of existing commitments and on-going works to be completed during the next 18 months. Specific values for solvency and net worth are: 1. Solvency: 40% of the estimated cost put to tender = Rs 2,36,97,143.00 2. Net-worth: 10% of the estimated cost put to tender = Rs 59,24,286.00 Additionally, bidders should have access to a line of credit and other financial resources facilities equivalent to 10% of the contract value, certified by their bankers. Bidders should also undertake to invest a minimum cash of 25% of the contract value of work during implementation.
