The required prior work experience for the bidder can be met in one of the following ways: - Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work. - Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of the group. - One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. The experience criteria also include that substantial completion means that works resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value wise) or more works completed under the contract. Additionally, for joint ventures, experience only up to the applicant's share by value shall be considered during evaluation of the bids. The value of work executed shall be brought to current costing level by enhancing the actual value of work at a simple rate of 7% per annum, calculated from the date of completion to the date of bid opening. For the lead partner, the financial capability to meet the cash flow requirement of the subject contract should be not less than 51% of the respective limits prescribed. For the second partner, this limit is 26%. The overall sum of all partners should aggregate to 100% of the prescribed experience/turnover clause. The bidder should submit a year-wise list of works completed during the last five years, along with performance certificates, and the list of ongoing works of the agency, with allotment order and value of work. The experience certificate shall have been issued by an officer of the rank not below an Executive Engineer of any Government Department/ Semi Government / PSU’s.
