The Provincial Government Of Palawan, Through Its Supplemental Budget (obr No. 300-24-03-03561) Account Intends To Apply The Sum Of Five Million Pesos Only (php 5,000,000.00) As Approved Budget For The Contract (abc) For The Construction Of Slope Protection And Lined Canal In Balala - Malaking Patag Road Located At Municipality Of Culion, Palawan (project Reference No. B2 Gf Sb1 Infra 24-03-039). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. In View Of The Two (2) Failed Biddings Conducted On The Said Project, The Provincial Government Of Palawan Now Invites Interested Bidder To Participate In The Negotiated Procurement Of The Construction Of Slope Protection And Lined Canal In Balala - Malaking Patag Road Located At Municipality Of Culion, Palawan In Accordance With Section 53.1 Of The Revised Implementing Rules And Regulations Of Republic Act 9184 Otherwise Known As The “government Procurement Reform Act”. Completion Of The Works Is Required Within One Hundred Thirteen (113) Calendar Days. Bidder Should Have Completed, Within Ten (10) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Seventy Five Percent (75%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 4. Prospective Bidder Should Possess A Valid Pcab License Applicable To The Contract, Have Completed A Similar Contract With A Value Of At Least 50% Of The Abc, And Have Key Personnel And Equipment (listed In Eligibility Forms) Available For The Prosecution Of The Contract. The Bac Will Use Non - Discretionary Pass/fail Criteria In The Eligibility Check/screening As Well As The Preliminary Examination Of The Bid. The Bac Will Conduct Post -qualification Of The Lowest Calculated Bidder. 5. A Certificate Of Site Inspection Which Shall Be Issued By The Provincial Engineering Office Shall Be Required And Must Be Submitted As Part Of The Technical Component Of The Bid In Order For The Prospective Bidder To Determine The General Characteristics And Condition Of The Project Such As The Location And The Nature Of The Work, Geological Conditions At The Site, Communication Facilities And Availability Of Construction Aggregates And Other Materials, Labor, Water, Electric Power And Access Roads; And Other Factors That May Affect The Cost, Duration And Execution Or Implementation Of The Contract. 6.
