The Provincial Government Of Ifugao (herein After Called The “procuring Entity”) Intends To Procure Agricultural Supplies & Inputs Under Publication No. 11-2025-g (negotiated Procurement: Two Failed Biddings) With An Approved Budget For The Contract (abc) In The Amount Of One Million One Hundred Twenty-three Thousand Fifty-five Pesos & 83/100 Only (php 1,123,055.83) Through Negotiated Procurement There Being Two Failed Biddings. (please See Attached “annex 1” For The List Of Item/s To Be Bided). 2. The Provincial Government Of Ifugao Now Invites Bids From Eligible Bidders For Agricultural Supplies & Inputs. The Request For Quotation (rfq) Form Is Available At The Bids And Awards Committee (bac) Office, 3rd Floor Peo Building, Provincial Capitol, Lagawe, Ifugao On April 22, 2025 To May 15, 2025 Upon Presenting A Proof Of Payment In Person, Of A Non-refundable Bidding Fee Of Five Thousand Pesos (php 5,000.00). Non Using Of The Request For Quotation (rfq) Form Issued By The Bac Will Be A Ground For Disqualification. 3. The Bids And Awards Committee (bac) Of The Provincial Government Of Ifugao Will Hold A Pre-negotiation Conference On April 29, 2025 At 1:30 P.m. At The Bids And Awards Committee Office, 3rd Floor, Peo Bldg., Capitol, Lagawe, Ifugao, Which Shall Be Open To All Prospective Bidders. 4. The Provincial Government Of Ifugao Will Use Non-discretionary “pass/fail” Criteria In The Eligibility Check, Preliminary Examination Of Bids, Evaluation Of Bids, Post-qualification, And Award. 5. Submission Of Bid Proposal/request For Quotation (rfq) Must Be Thru Sealed Quotation And Must Be Duly Received By The Bac Secretariat Through Manual Submission At The Bids And Awards Committee Office, 3rd Floor, Peo Bldg., Capitol, Lagawe, Ifugao On Or Before 1:30 P.m. Any Interlineations, Erasures, Or Overwriting Shall Be Valid Only If They Are Signed Or Initialed By You Or Any Of Your Duly Authorized Representative/s. 8. The Item/s Shall Be Delivered According To The Requirements Specified In The Technical Specifications. 9. The Bids And Awards Committee Of Ifugao Shall Have The Right To Inspect And/or To Test The Goods To Confirm Their Conformity With The Technical Specifications 10. In Case Two Or More Bidders Are Determined To Have Submitted The Lowest Calculated And Responsive Quotation, The Bac- Ifugao Shall Adopt And Employ "draw Lots" Or "similar Method Of Chance" As The Tie-breaking Method To Finally Determine The Single Winning Provider In Accordance With Gppb Circular 06-2005. 11.delivery Period Should Be Within Ten (10) Days Upon Receipt Of Purchase Order (p.o). 12. Payment Shall Be Made After Delivery And Upon The Submission Of The Required Supporting Documents,ie, Order Slip And/or Billing Statement, By The Supplier, Contractor, Or Consultant. Our Government Servicing Bank, I.e., The Land Bank Of The Philippines, Shall Credit The Amount Due To The Identified Bank Account Of The Supplier, Contractor,or Consultant Not Earlier Than Twenty-four (24) Hours, But Not Later Than Forty-eight (48) Hours, Upon Receipt Of Our Advice. Please Note That The Corresponding Bank Transfer Fee, If Any, Shall Be Chargeable To The Account Of The Supplier, Contactor, Or Consultant. 13. Liquidated Damages Equivalent To One-tenth Of One Percent (0.1%) Of The Value Of The Goods Not Delivered Within The Prescribed Delivery Period Shall Be Imposed Per Day Of Delay. The Plgu-ifugao May Rescind Or Terminate The Contact Once The Cumulative Amount Of Liquidated Damages Reaches Ten Percent (10%) Of The Amount Of The Contract, Without Prejudice To Othe Courses Of Action And Remedies Open To It.
