Description Invitation To Bid (ib) For Procurement Of Manpower Service Provider For Fy 2024 1. The Professional Regulation Commission-cebu Regional Office (prc-cebu), Through The Government Of The Philippines (gop) Nga, The Government Appropriations Act (gaa) Of Fy 2024 Intends To Apply The Sum Of Three Million Five Hundred Seventy-nine Thousand Five Hundred Fifty-five Pesos And Eighty-four Centavos (php3,579,555.84) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Manpower Service Provider For Fy 2024 / Itb No. 2024-01. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Prc-cebu Now Invites Bids For The Procurement Of Manpower Service Provider For Fy 2024. Completion Of Service Is Twelve (12) Months From Start Date (the Contract Duration Shall Be Reckoned From The Start Date And Not From Contract Effectivity Date). Bidders Should Have Completed, Within The Period From January 2019 Up To The Date Of Submission Receipt, And Opening Of Bids, A Contract Equivalent To At Least Fifty Percent (50%) Of The Abc That Is Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Nondiscretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 4.
